SUBJECT:On-Street Parking Regulations – Glendale Road

RECOMMENDATIONS: That parking be prohibited at anytime from January 1 to
March 31 on the east side (odd number side) of Glendale Road from Melrose
Avenue to Merner Avenue; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Glendale Road is a local roadway with primarily residential land use. In the summer of
2016, Glendale Road underwent a full road reconstruction which narrowed its road
width. Due to the reduction in road width, Transportation Services conducted a review of
the existing on-street parking regulations on Glendale Road to ensure that two-way
traffic and emergency services would not be impeded.
REPORT:
The effective road width of Glendale Road was found to be too narrow to accommodate
two-way traffic as well as provide on-street parking. As a result, Transportation Services
recommended the removal of on-street parking along the entire east (odd-numbered)
side of Glendale Road from Melrose Avenue to Merner Avenue.
Currently, on-street parking is permitted anytime on the west (even-numbered) side of
Glendale Road and the east (odd-numbered) side from Merner Avenue to East Avenue.
Parking is also permitted between April 1 and December 31 on the east (odd-
numbered) side of Glendale Road from East Avenue to Melrose Avenue for a maximum
period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic
By-Law No. 2007-138.

Residents of Glendale Road were notified of the proposal to remove on-street parking
along the east side of Glendale Road through a notification letter mailed out in
September 2016.
Transportation Services received feedback from 28% (8 of 29 surveyed residents) of
notified residents who expressed strong opposition to the proposal of the removal of on-
street parking. Residents felt that two-way traffic and emergency services would not be
obstructed by parked vehicles.
Transportation Services consulted with Kitchener Fire to determine if vehicles parked
along both sides of the narrowed street would impact emergency vehicle access to and
from residential properties. Though Kitchener Fire stated that single side only parking is
the best approach, they added that Glendale Road is short enough to be accessible in
the event of a total blockage, so long as the single side only parking is maintained
during the winter months.
Based on the feedback from residents coupled with the response from Kitchener Fire,
Transportation Services is proposing that the current on-street parking regulations
remain in place, with an extension of the January 1 to March 31 parking prohibition to
include the entire east side of Glendale Road from Melrose Avenue to Merner Avenue.
This will allow emergency services access to residential properties, as well as allowing
snow removal operations to continue to provide winter maintenance that meets city
standards.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for implementing ‘No Parking Anytime January 1 – March 1’
signage along this section of Glendale Road is $200 and will be taken from the existing
sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the city’s website with the agenda in advance
of the council / committee meeting. The constituents were made aware of the proposed
changes to the on-street parking regulations in this section of Glendale Road through a
mail out sent in November 2016
CONSULT – Directly affected constituents were surveyed regarding this proposed
parking regulation change in September 2016.
