Davey - Chair Mayor B. Vrbanovic and Councillors F. Etherington, Y. Fernandes, K. Galloway- Sealock, J. Gazzola, B. Ioannidis, Z. Janecki, S. Marsh, D. Schnider and P. Singh. Staff: J. Bunn, Committee Administrator Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by Councillor Y. Fernandez to discuss Item 1 listed on the Agenda as Consent item, which was voted on and Carried. 1. INS-17-030 UPPER BLAIR CREEK MONITORING PROGRAM GRAND RIVER CONSERVATION AREA PURCHASE ORDER The Committee considered Infrastructure Services Department report INS-17-030, dated March 22, 2017 recommending approval of a purchase order to the Grand River Conservation Area (GRCA) for the Upper Blair Creek Monitoring Program. Ms. K. Pietrzak, responded to questions regarding monitoring the Upper Blair Creek. She indicated On motion by Councillor B. Ioannidis - it was resolved: That a purchase order issued to the Grand River Conservation Area (GRCA) to carry out the 5-year Long Term Annual Monitoring Program in the amount of $500,000 in accordance with the approved Upper Blair Creek Functional Drainage Study (2009) and the Upper Blair Creek State of the Watershed (2016) recommendations, be approved, as outlined in Infrastructure Services Department report INS-17-030. 2. CAO-17-016 200 KING STREET WEST SHORT TERM LEASE WITH SUSTAINABLE WATERLOO -17-016, dated March 14, 2017 recommending the authorization to execute a lease agreement for ground floor office space at 200 King Street West. On motion by Councillor B. Ioannidis - it was resolved: That the Mayor and Clerk be authorized to execute a lease agreement, subject to the satisfaction of the City Solicitor, with Sustainable Waterloo Region for ground floor office space at City Hall municipally known as 200 King Street West, as outlined in Chief -17-016 3. CAO-17-015 COLLABORATIVE MUNICIPAL FUNDING FOR KEY CULTURAL INSTITUTIONS: YEAR 1 SUMMARY JOINT PROPOSAL WITH REGION OF WATERLOO AND CITY OF WATERLOO The Committee considered -17-015, dated March 23, 2017 recommending the continuation of a collaborative review of funding to Key Cultural Institutions. Mr. C. Bluhm was in attendance and responded to questions from the Committee. FINANCE &CORPORATE SERVICES COMMITTEEMINUTES APRIL 3, 2017 - 27 - CITY OF KITCHENER 3. CAO-17-015 COLLABORATIVE MUNICIPAL FUNDING FOR KEY CULTURAL INSTITUTIONS: YEAR 1 SUMMARY JOINT PROPOSAL WITH REGION OF WATERLOO AND CITY OF WATERLOO (CONT Councillor Z. Janecki entered the meeting at this time. The following motion was voted on and was Carried Unanimously on a recorded vote. On motion by Councillor B. Ioannidis - it was resolved: That staff continue in collaborative review of funding to Key Cultural Institutions as -17-015; and further, That the funding for the Key Cultural Institutions in Kitchener (THEMUSEUM, Kitchener- Waterloo Symphony, Kitchener-Waterloo Art Gallery) be moved from Tier 1 grants to Economic Development grants for the 2018 budget and thereafter 4.
