SUBJECT: University of Waterloo Proposal #17-004 Garbage Bags

RECOMMENDATION:
That the City of Kitchener’s portion of the University of Waterloo Proposal #17-
004 Garbage Bags, be awarded to Weber Supply Company Inc, Kitchener,
Ontario, at an estimated spend of $103,962., based on their proposed unit prices
for a three (3) year term, with an option to renew for two (2) additional twelve (12)
month terms.
BACKGROUND:
This is a Co-operative proposal issued by the University of Waterloo (lead agency) on
behalf of the Co-operative Purchasing Group of Waterloo Region (CPGWR).
Participating agencies include: City of Kitchener, City of Waterloo, City of Brantford,
County of Brant, Waterloo Catholic District School Board, Waterloo Wellington CCAC,
Wilfred Laurier University and the Township of Wilmot.
This proposal is for the supply and delivery of garbage bags for all City of Kitchener
buildings. The garbage bags are manufactured from 100% post consumable goods and
have environmental certification.
The average annual spend over the past five (5) years was $34,654.21, before taxes.
The actual spend will depend on the level of activity throughout the term of the contract.

REPORT:
Proposals were advertised publicly on Bonfire and the Internet through the Ontario
Public Buyers Electronic Tendering Information System. Documents were downloaded
by fifteen (15) interested parties, and by the closing date of Friday February 10, 2017,
nine (9) proposals had been received.

The price for garbage bags has decreased 3.2% from the 2016 contract.
The proposals was reviewed by T. Laslavic, Buyer (University of Waterloo), A. Chaves,
Storekeeper (University of Waterloo), S. Kesselring, Building Maintenance Custodian
(City of Kitchener) and R. Scott, Buyer (City of Kitchener), who concur with the above
recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding will be provided from various operating accounts.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.
