SUBJECT: T17-071 Removal Services - Hazardous Materials

RECOMMENDATION:
That Tender T17-071 Removal Services - Hazardous Materials, be awarded to
Envirosystems Incorporated, Hamilton, Ontario, at their tendered price of
$46,894.33, plus H.S.T. of $6,096.26, for a total of $52,990.59, for a one (1) year
term, with an option to renew for two (2) additional twelve (12) month terms.
BACKGROUND:
This contract is for hazardous waste removal services from all City buildings. Examples
of hazardous waste being removed under this contract include: paint, water/sludge from
oil grit separators, hazardous materials collected from the side of the road and any
chemical that cannot be easily identified. This contract streamlines the disposal process
with a comprehensive structure for collection, segregation, handling and disposal of
hazardous wastes, as well as ensuring compliance with federal and provincial
government regulations. The removal of this waste requires special handling to
minimize their effects on the environment and human health.
The Ministry of Environment (Regulation 347 of the Environmental Protection Act)
dictates the process for disposal of hazardous materials. Improper disposal of standard,
liquid or hazardous waste can have disastrous legal and environmental effects. The City
is held responsible for finding a means of disposing waste in a way that satisfies all
regulations.
This contract is based on fixed unit prices on an estimated representative sampling of
waste services required over the previous year.

The average annual spend over the past three (3) years was $48,790., before taxes.
The actual spend will depend on the level of activity throughout the term of the contract.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by twelve (12) interested parties and by the closing date of Thursday
April 13, 2017, seven (7) tenders had been received.

The unit price for hazardous waste removal services has decreased 2% from the 2016
contract.
The tender was reviewed by D. Mitchell, Supervisor of Custodial Services, C. DaCosta,
Supervisor of Custodial Services and R. Scott, Buyer who concur with the above
recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding will be provided from various operating accounts.
COMMUNITY ENGAGEMENT:

advance of the council / committee meeting.
