HomeMy WebLinkAboutFCS-17-084- Encroachment Agreement for City's Urban Design Installations on Regional Land REPORT TO: Committee of the Whole DATE OF MEETING: April 24, 2017 SUBMITTED BY: Erin Mogck, Associate City Solicitor, 519-741-2200 x7060 PREPARED BY: Erin Mogck, Associate City Solicitor, 519-741-2200 x7060 WARD(S) INVOLVED: 9 and 10 DATE OF REPORT: April 18, 2017 REPORT NO.: FCS-17-084 SUBJECT: Encroachment Agreement for City’s Urban Design Installations on Regional land ___________________________________________________________________________ RECOMMENDATION: “That the Mayor and Clerk be authorized to execute an Encroachment Agreement, satisfactory to the City Solicitor, with the Regional Municipality of Waterloo to allow urban design installations over Regional land.” BACKGROUND: Certain pieces of refurbished equipment or other design elements will be placed on Region of Waterloo owned land as part of the Planning Division project, “Urban Design Improvements on Regional Land”. REPORT: Certain design elements will be installed on Region of Waterloo land to improve streetscapes. Currently, two refurbished industrial artifacts which are urban design improvements are planned to be placed on Regional land near the Spur Line Trail. A Westinghouse Electric Generator, painted black and red, will be placed on a concrete pad on greenspace at Weber Street and Louisa Street. A Goldie and McCulloch Generator refinished in black with exposed brass fittings will be placed at Weber Street and Wilhelm Street. Similar examples of refurbished industrial artifacts exist on the Iron Horse Trail. The industrial artifacts have been prepared by City of Kitchener Operations through sand-blasting and painting. These artifacts will be maintained by the City of Kitchener. Urban design installations may include other refurbished equipment or functional pieces of street furniture such as benches, and these urban design installations may be placed on Regional land as approved by the Region of Waterloo. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 4. - 1 ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation outlined in this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: No additional costs. All refurbishing and installations are completed by City of Kitchener staff and are already budgeted for by the Planning Division. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the City’s website with the agenda in advance of the Standing Committee.
