SUBJECT: Noise Exemption Fischer Hallman Road Night Paving
Region of Waterloo

RECOMMENDATION:
That the Region of Waterloo andits contractor(s) be exempt from the provisions of
Chapter 450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work
during the Fischer Hallman Road Surface Asphalt works, in the City of Kitchener. The
request for the noise by-law exemption is between the hours of 7:00 p.m. and 7:00 a.m.
for one week in May or July 2017.
BACKGROUND:
The Region of Waterloo, under Contract T2016-105, is planning to continue the 2016
reconstruction project along Fischer Hallman from Ottawa Street to Bleams Road by completing
the surface asphalt works.
REPORT:
Work for the surface asphalt is tentatively scheduled for some time in late May 2017 or with
weather /schedule pending could extend into July. The contractor would tentatively mobilize
after the May long weekend to commence preparation work then pave the surface asphalt within
the first two weeks of June. It is anticipated that the paving may require three nights to
complete.
Surface asphalt paving will be completed during the overnight hours in order to minimize access
impacts to adjacent commercial businesses, stores, restaurants, andgas stations. Surface
superpave asphalt cannot be driven over by any motorists generally for at least 4 hours or more
to allow curing and cooling to take place. Paving during daytime hours will restrict access to
adjacent entrances for most of the business day, whereas, night paving will allow the work to be

completed with little to no access restriction concern to adjacent businesses.This will further
allow the asphalt to cure and cool adequately so the road can be painted and reopened to traffic
in advance of peak traffic demands and normal business hours.
Noise will include multiple pavers used to pave the superpave asphalt in echelon. Dump trucks
will back up and place hot mix asphalt into multiple paver units. The asphalt will be compacted
with steel drum rollers and rubber tire rollers. Following cooling operations, the Region Traffic
operations crew will paint the lines and markings.
Notification letters will be sent by mail within a 400 metre radius and will include key contact
hours contact centre.
Council will be update once a schedule has been determined.

COMMUNITY ENGAGEMENT:
INFORM This report has been posted to the ciadvance
of the council / committee meeting. Notification will be sent to residents by the Region
within 400 metres radius of the work zone as per the City of Kitchener noise impact
notifications process.
CONSULT Region of Waterloo will arrange timing with adjacent businesses to reduce
impacts during night works.
