The request for the noise by-law exemption is between the hours of 7:00 p.m. and 7:00 a.m. from mid July until completion in November 2017. BACKGROUND: The Ministry of Transportation, under Contract MTO G.W.P. 3074-14-00, is currently undergoing the detailed design process for the rehabilitation of the Hwy 8 roadway surface from approximately 100 m north of Franklin Street underpass, southeasterly to 100 m north of the Grand River Bridge. REPORT: Thepavement surface through this corridor has experienced deterioration, and as a result the MTO will be tendering a project to mill and pave 100 mm of the asphaltic surface in two different lifts, across all four lanes in both directions. In addition, there will be one lift treatment on all fully paved shoulders adjacent to these areas, as well as one lift on the Weber St and Fairway Rd ramps. The work is anticipated to be tendered in June 2017 with construction expected to begin mid- July and continuing until completion in November 2017. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 8 - 1 Nightly lane closures will be performed on Hwy 8 to facilitate the work of milling and paving. Some minor work will be allowed during the day, while due to traffic volumes though this area, the majority of the work will be completed under nightly closures. In addition, nightly full closures of the Weber St and Fairway Rd intersections for 8 hours will be needed to replace detector loops during resurfacing. A full closure of Hwy 8 southbound from King St and the W-S ramp from eastbound Hwy 7 to southbound Hwy 8 during the nighttime hours will be required approximately three (3) times throughout the length of the contract to enable paving in the first 500 m of the northwest end. The E-S ramp from Hwy 7/8 onto Hwy 8 will remain open, reduced to one lane, only during these nighttime closures.As night closures will be completed only for a matter of hours, a signed detour will not be required. While the work will be nightly, it will only be engine and machine noise. No percussive work is expected to be required. There are very few residential areas adjacent to the proposed area of work and there is a significant area of separation. Notification letters will be sent by mail by the MTO within a 400 metre radius and will include key contact information for adjacent property owners to call for any concerns. Council will be updated with dates of night work once a schedule is determined. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: vision through the delivery of core service. FINANCIAL IMPLICATIONS: None. COMMUNITY ENGAGEMENT: INFORM This report has been posted to the ciadvance of the council / committee meeting. Notification will be sent to residents by the MTO within 400 metres radius of the work zone as per the City of Kitchener noise impact notifications process. CONSULT MTO have arranged with the City of Kitchener for the noise exemption and minimal residents are adjacent to the night works area.
