HomeMy WebLinkAboutINS-17-032 - School Traffic Review - Chapel Hill Drive REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: May 1, 2017 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services, 519-741-2200, ext. 7372 PREPARED BY: Lou Slijepcevic, Traffic Technologist, 519-741-2200, ext. 7153 WARD(S) INVOLVED: Ward 4 DATE OF REPORT: March 31, 2017 REPORT NO.: INS-17-032 SUBJECT: School Traffic Review Chapel Hill Drive ___________________________________________________________________________ RECOMMENDATIONS: That stopping be prohibited from 8:00 a.m. 9:30 a.m. and 2:30 p.m. 4:00 p.m., Monday Friday, September 1 to June 30, on the south/west (odd-numbered) side of Chapel Hill Drive between Caryndale Drive and Evenstone Avenue; and further, That a speed limit of 40km/h be implemented on Chapel Hill Drive along the frontage of Carmel New Church School between Caryndale Drive and Evenstone Avenue; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Chapel Hill Drive is a local roadway with primarily residential land use. School traffic and pedestrian safety concerns have been identified by residents of Chapel Hill Drive in the area of Carmel New Church School. In response to those requests, Transportation Services have reviewed the existing traffic conditions on Chapel Hill Drive. REPORT: On-Street Parking: Currently, on-street parking is permitted at any time on both sides of Chapel Hill Drive for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-Law No. 2007-138. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 10 - 1 Transportation Services received a request to review the existing on-street parking regulations. The concerns cited were related to the school traffic during student pick-up anddrop-off times, creating a situation where the road is narrowed to the point of effectively being one lane wide. Residents of Chapel Hill Drive were notified of the proposal to prohibit stopping along the south/west (odd-numbered) side of Chapel Hill Drive through a survey mailed out in February 2017. The results of the survey are as follows: Proposal A: Prohibit stopping from 8:00 a.m. 9:30 a.m. and 2:30 p.m. 4:00 13in favour p.m., Monday Friday, September 1 to June 30, on the south/west (100%) (odd-numbered) side ofChapel Hill Drive between Caryndale Drive and Evenstone Avenue Proposal B:0 opposed Leave existing on-street parking as is (0%) 13responsesout of 17 surveyed residents(76% responded) Based on the feedback collected from residents, Transportation Services is recommendingthat the current on-street parking regulations be amended to prohibit stopping from 8:00 a.m. 9:30 a.m. and 2:30 p.m. 4:00 p.m., Monday Friday, September 1 to June 30, on the south/west (odd-numbered) side of Chapel Hill Drive between Caryndale Drive and Evenstone Avenue.This will improve driveway access, visibility,and safety for all road users. Speed Limit: In June 2016, Report INS-16-051 recommended that 40 km/h School Speed Limit Zones be established along school frontages for public elementary schools throughout the City of Kitchener in order to provide a safe environment for students accessing the school and to remain consistent with the both the City of Waterloo and the City of Cambridge. Transportation Services identifies that private schools face the same daily traffic challenges as public schools and are therefore recommending that a 40 km/h speed limit be implemented on Chapel Hill Drive between Caryndale Drive and Evenstone Avenue. COMMUNITY ENGAGEMENT: INFORM This report has been posted to the ciadvance of the council / committee meeting. The constituents were made aware of the proposed changes to the on-street parking regulations in this section of Chapel Hill Drive through a mail out sent in March 2017. CONSULT Directly affected constituents were surveyed regarding this proposed parking regulation change in February 2017.
