SUBJECT: E16-078 Consultant Services – Ottawa-Trussler Sewage
Pumping Station and Sanitary Forcemain

RECOMMENDATION:
That Expression of Interest E16-078 Consultant Services – Ottawa-Trussler
Sewage Pumping Station and Sanitary Forcemain, be awarded to AECOM Canada
Ltd., Kitchener, Ontario, at their estimated fee of $428,960.40, including
contingencies of $38,996.40, plus H.S.T. of $55,764.85, for a total of $484,725.25,
based on a satisfactory contract being negotiated and an upset fee being
established.
BACKGROUND:
The Ottawa-Trussler Area Sewage Facility Class Environmental Study Report (ESR)
was completed in January 2014 and approved by Council. The report outlines the need
for construction of a new sanitary pumping station and a forcemain to serve the
Laurentian West community. The Consultant is expected to complete the detailed
design, coordinate all related project needs, tendering and contract administration and
inspection. This project will be completed in three phases; the first phase includes
detailed design and construction of a new pumping station facility, forcemain and all site
works within the pumping station site. The second phase is design only of the new
forcemain from the Ottawa-Trussler Pumping Station to the Ottawa Street Right-of-Way.
The third phase is the continuation of the forcemain in the Ottawa Street Right-of-Way
to David Bergey Drive as part of the Region of Waterloo’s Ottawa Street Reconstruction
project. This assignment is for Phase 1 and 2 only. Construction of the pumping station
and site works will start in April 2017.

REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of C. Goulet, Project Manager of Development Engineering, L. Cooper,
Manager of Development Engineering, C. Spere, Manager of Engineering Construction,
C. Maguire, Supervisor of Operations and L. Stecho, Supervisor of Purchasing.
Expressions of Interest were advertised publicly on the City of Kitchener website and on
the internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by twenty (20)
interested parties and by the closing date of Wednesday July 13, 2016, six (6)
responses had been received.
The review committee met on Tuesday July 26, 2016, to review the submissions and a
shortlist of three (3) candidates* was selected for further interviews. The Committee met
on Friday August 12, 2016 to interview the shortlisted candidates. The Committee
recommends awarding the project to AECOM Canada Ltd., Kitchener, Ontario.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this expression of interest, the design and
implementation of these types of projects typically involves city staff and resources from
across the corporation. These costs are included in the line item "Projected Costs: Staff
Time/Permitting/Material testing", and will be itemized when they exceed $125,000.
Included in this line item are staff time and expenses for all city staff in support of the
project such as Engineering, Kitchener Utilities, and Transportation Planning. The line
item also includes all regulatory permitting, geotechnical and material testing, detouring
and traffic control, alternate access and parking requirements and any other
miscellaneous costs. Projects utilizing in-house staff will include costs for inspection
during construction and contract administration.
The net cost for this expression of interest (A), is fair and reasonable for a purchase of
this scope and the upset limit is within the budget allowance (B) provided within the
budget. Funding for this purchase will be provided by the developer. There is expected
to be no estimated surplus (E).
