SUBJECT: David Bergey Drive Bike Lane Implementation

RECOMMENDATIONS:
That on-street bicycle lanes be installed on both sides of David Bergey Drive from
Ottawa Street to Activa Avenue; and further,
That on-street parking be prohibited on both sides of David Bergey Drive between
Ottawa Street South and Activa Avenue; and further,
That the Uniform Traffic Bylaw be amended accordingly
BACKGROUND:
The approved City of Kitchener Cycling Master Plan (CMP) outlines a plan to implement
114 kilometres of cycling infrastructure over 20 years. This plan recommends the
implementation of bicycle lanes and other dedicated cycling infrastructure throughout
the city to create a more bike-friendly environment. Accordingly, David Bergey Drive has
been identified and recommended for cycling improvements and bicycle lanes are being
recommended.

in the Cycling Master Plan for the inclusion of cycling facilities, then cycling facilities
should be incorporated as part of the overall traffic calming plan.

As cycling facilities typically have a positive impact on overall roadway conditions, it is
essential that these facilities be implemented prior to a traffic calming review so that
prior to the installation of traffic calming measures.
David Bergey Drive is designated as major collector roadway within the City of
Kitchener Official Plan. The function of amajor collector road is to collect and distribute
traffic between local streets, other collector roads and the arterial road system. The
primary purpose of such roads is to carry through traffic between neighbourhoods.
Direct access to abutting properties is also typically permitted. David Bergey Drive hasa
designated speed limit of 50 km/h.
On-Street Parking
Based on the current parking regulations along David Bergey Drive, there are
approximately 150 on-street parking spaces between Ottawa Street and Activa Avenue.
It should be noted that the majority of on-street parking spaces (136) are available
between Ottawa Street and 171 David Bergey Drive, while approximately 14 on-street
parking spaces are available between 171 David Bergey Drive and Activa Avenue.
To quantify parking demand, City staff conducted parking studies along David Bergey
Drive from Ottawa Street South and Activa Avenue. The parking studies counted the
number of vehicles parked along both sides of David Bergey Drive.The results are
provided below:

Based on the parking study findings the peak usage of on-street parking was seven (7)
vehicles, with five (5) utilizing the available on-street spaces between 171 David Bergey
Drive and Activa Avenue.

Over the last few years, Transportation Services has received a number of requests
from residents of the area as well as Grand River Transit operators, to review the on-
street parking regulations along David Bergey Drive. Concerns identified included the
lack of visibility when trying to turn onto David Bergey Drive from the long term care
facility and Peach Blossom Crescent as well as concerns about vehicles parking
adjacent to transit stop locations. As a result a number of driveway, intersection and
transit stop parking regulations have been implemented to addresses those concerns.

Collision History (2013 - 2015)
A three year collision history was completed for David Bergey Drive which shows a
total of 6 reported collisions. The table below is a summary of the combined collisions
categorized by initial impact type:

The reported collisions along David Bergey Drive indicate the four (4) collisions
occurred between Peach Blossom Crescent and Activa Avenue and involved on-street
parked vehicles being damaged. It is anticipated that with the removal of on-street
parking, collisions would be mitigated along this section of David Bergey Drive.

Roadway Design and Pavement Markings
The Cycling Master Plan identifies David Bergey Drive as proposed marked shared
use. Transportation Services has conducted further analysis into the most appropriate
infrastructure for David Bergey Drive. As a result of this analysis, on-road bike lanes
are being recommended from Ottawa Street to Activa Avenue.
Ontario Traffic Manual (OTM) Book 18 - Cycling Facilities provides information and
guidance in regards to appropriate and consistent cycling infrastructure in Ontario.
The manual provides a tool which aids in pre-selecting the desirable bicycle facility
type as well as provides a set of application heuristics that further aids in determining
the most desirable bicycle facility type. Based upon the volume and speed on David
Bergey Drive, it is recommending that cyclists be provided with an exclusive space
(i.e. bike lanes) along this corridor.
David Bergey Drive is a two lane road with a pavement width of approximately 10.2
meters, currently allowing for 5.1 meter lanes in each direction which includes on-
street parking on both sides. The proposed cycling design would consist of 3.3 meter
travel lane in each direction and 1.8 meter bike lane in each direction, as shown on
the following page.

Public Input
Transportation Services staff held a drop-in format public information center on
December 8, 2016 at W.T. Townshend Public School. Affected citizens who attended
were provided information regarding the review, including the proposed design for
David Bergey Drive. The meeting was attended by approximately 10 citizens as well
as the ward Councillor. There were three (3) comment sheets submitted following the
meeting. Below is a summary of the comments received:

two (2) comment forms support the installation of bike lanes
one (1) comment form will support bike lanes only if they are physically
separated from traffic; also suggested a multi-use trail would be preferred
visibility, speed of vehicles and the condition of the roadway (i.e. potholes,
asphalt cuts) are concerns identified along David Bergey Drive
In February Transportation staff contacted the long term care facility on David Bergey
Drive, in order to provide them with information related to this review as well as allow
them an opportunity to provide comments on the proposed plan. Below is a summary
of comments submitted by the long term care facility:
felt that parking on both sides of the road was dangerous as it did not allow
two vehicles to pass at the same time; it was difficult at times for buses and
emergency service vehicles to pass
people will continue to park on the road in order to pick up mail at one of the
two mailboxes
staff and visitors utilize the on-street parking, which if removed, would result
in the adjacent side streets becoming more busy and crowded.

preference is to maintain on-street parking on one side with the bike lanes

Transportation staff also contacted Grand River Transit (GRT), in order to obtain their
feedback and comments regarding the proposed removal of on-street parking and
implementation of on-road bicycle lanes. Below are comments submitted by GRT staff
including the Passenger Facility division in April:
this bike lane should not have any negative impact on transit and may assist
us. The major issue along here in the past has been on-street parking
interfering with access to the bus stops
In the past we had issues with parked cars at the bottom end closer to Activa
Ave (by the Nursing Home). The stops most impacted were: 2960, 2994,
2961 and 2993. At that time I believe the City made adjustments to the on-
street parking areas

FINANCIAL IMPLICATIONS:
The proposed pavement marking changes and on-street parking changes will come
from the cycling capital budget, with an approximate cost of $20,000.
COMMUNITY ENGAGEMENT:

advance of the council / committee meeting. Residents were notified regarding this
report to recommend the implementation of cycling facilities.
CONSULT One drop in format public information centre was held in December 2016
at W.T. Townshend Public School as well as consultation with the long term care facility
and Grand River Transit after the public information centre. Also, The Kitchener Cycling
and Trails Advisory Committee were presented with theproposed plan during a meeting
in April 2017 for comments and feedback. The proposed design was presented during a
April 2017 meeting where the following motion was made:
