HomeMy WebLinkAboutCouncil Minutes - 2004-03-22 SMARCH 22, 2004 SPECIAL COUNCIL MINUTES CITY OF KITCHENER A special meeting of City Council was held at 5:10 p.m. this date, Chaired by Mayor C. Zehr and with all members present except Councillors J. Gazzola and C. Weylie. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Council considered a recommendation arising from the Finance and Corporate Services Committee meeting held this date regarding a parking agreement to accommodate the outdoor Market to be held on Eby Street and Market Lane during the months of May - October, 2004. Moved by Councillor J. Smola Seconded by Councillor M. Galloway "That the Mayor and Clerk be authorised to sign a lease agreement with the owner of 8 Moyer Place for the purpose of new surface and landscape treatment, in exchange for the temporary accommodation of parking to serve local business unable to access parking on their own property during the months of May to October on Saturday's market from 3am to 3pm for reasons outlined in Report No. CSD-04-060, and further; That staff be authorised to arrange for alternate parking for any property owners who temporarily lose access to parking as a result of the operation of an outdoor market on Eby Street and Market Lane on Saturdays during the hours of 3am to 3pm from May to October, and further; That staff be directed to prepare a by-law for Council approval to temporarily close portions of Eby Street and Market Lane during Saturday market days during the hours of 3am to 3pm from May to October." Carried. Moved by Councillor M. Galloway Seconded by Councillor G. Lorentz "That Council meet in-camera immediately following this special meeting to consider two labour relations matters, two personal matters and a matter subject to solicitor-client privilege." Carried. Moved by Councillor B. Vrbanovic Seconded by Councillor G. Lorentz "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 2004-53 by the Clerk." Carried. On motion, the meeting adjourned at 5:12 p.m. MAYOR CLERK
