HERITAGE KITCHENER MINUTES
APRIL 4, 2017 CITY OF KITCHENER
The Heritage Kitchener Committee met this date, commencing at 4:00 p.m.
Present: Councillor J. Gazzola Acting-Chair

1. CSD-17-025 - HERITAGE PERMIT APPLICATIONS HPA-2017-IV-006 & HPA-2017-IV-007
- 920 ORR COURT
- REPAIR/RESTORE WINDOWS; MASONRY REPAIR
The Committee considered Community Services Department report CSD-17-025, dated March
9, 2017 recommending approval of Heritage Permit Applications HPA-2017-IV-006 and HPA-
2017-IV-007 to permit restoration and repairs of the windows and masonry at 920 Orr Court.
Mr. L. Bensason presented the Report.
With regard to the process, Councillor J. Gazzola advised that if approved by unanimous
consent, the Heritage Permit Applications would be processed through delegated authority.
The following motion was then voted on and was Carried Unanimously.
On motion by Mr. C. Farley -
it was resolved:
That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2017-IV-006 be approved to permit restoration and repair of the windows on the
property municipally addressed as 920 Orr Court, in accordance with the plans and
supplementary information submitted with the application; and further,
That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2017-IV-007 be approved to permit masonry repairs on the property municipally
addressed as 920 Orr Court, in accordance with the plans and supplementary
information submitted with the application and subject to the following conditions:
Master Specifications for the Cleaning and Repointing of Historic Masonry;
and further,
ii.) That a small test patch be prepared in an inconspicuous location for review
and approval of the mortar colour by Heritage Planning staff prior to

- DEMOLISH SHED; NEW FRONT PORCH; ADDITIONS
The Committee considered Community Services Department report CSD-17-031, dated March
9, 2017 recommending approval of Heritage Permit Application HPA-2017-V-009 to permit
demolition of the shed; reconstruction of the front porch; and, construction of additions at 19
Roland Street.
Mr. L. Bensason presented the Report, stating he could not provide professional advice due to
a conflict of interest as he owns land beside the subject property.
With regard to the process, Councillor J. Gazzola advised that if approved by unanimous
consent, the Heritage Permit Application would be processed through delegated authority.
The following motion was then voted on and was Carried Unanimously.

2. CSD-17-031 - HERITAGE PERMIT APPLICATION HPA-2017-V-009

On motion by Mr. C. Farley -
it was resolved:
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA-2017-V-009 be approved to permit demolition of an accessory structure,
reconstruction of the front porch and construction of additions on the property
municipally addressed as 19 Roland Street, in accordance with the plans and
supplementary information submitted with the application and subject to the following
conditions:
i.) That the final building permit drawings be reviewed and heritage clearance
provided by Heritage Planning staff prior to the issuance of a building permit;
and further,
ii.) That the salvaged and/or new brick for the additions match the original brick
of the building. Heritage Planning staff must approve the salvaged and/or
3. HERITAGE IMPACT ASSESSMENT (HIA) 64 MARGARET AVENUE
The Committee considered a memorandum dated March 21, 2017, and Heritage Impact
Assessment (HIA) prepared for 64 Margaret Avenue, located within the context of the Civic
Centre Neighborhood Heritage Conservation District (CCNHCD).
Ms. Vanessa Hicks, Heritage Planner, MHBC Planning Limited, presented the HIA and
provided context to the project. She advised the HIA was reviewed regarding the proposed
development in terms of potential impacts related to the proposed demolition of buildings along
Victoria Street North to facilitate the construction of a 6-storey multi-residential building, and
the proposed construction of a 2½-storey building within the CCNHCD. She showed
conceptual drawings of the proposed development and indicated the design of the 2½-storey
building would resemble a former structure on the property, which was removed in 2003.
Members offered the following suggestions in relation to the HIA and proposed development:
concerns were raised with regard to the minimum setback requirements with
respect to parking.
concerns were raised with regard to the amount of parking available on the property.
Mr. L. Bensason indicated Heritage Planning staff will consider the comments and input of the

4. PRESENTATION URBAN FORESTRY MANAGEMENT PROGRAM
The Committee considered a presentation entitled Developing a Sustainable Urban Forest
Management Program prepared by Mr. D. Schmitt, dated March 20, 2017. In addition, the
Committee was in receipt this date of a document requesting feedback on the Program as part
of the community engagement process.
Mr. D. Schmitt provided an overview of the project, advising the objective is to develop a
Sustainable Urban Forest Management Program with the creation of an Urban Forest Strategic
Plan for the public and private urban forest, and an asset management plan for the trees on
City lands. He pointed out the linkages between trees and heritage, noting a number of 100
and 150-year-old trees can be found in the Heritage Conservation Districts. He added many of
the trees are generally at the end of their life cycle and emphasized the importance of
preservation and conservation.

4. PRESENTATION URBAN FORESTRY MANAGE
Mr. Schmitt outlined the community engagement process; indicating he will be requesting a
deputation in the fall of 2017 with Heritage Kitchener to review additional details of the
Sustainable Urban Forest Management Program. He advised the Program is anticipated to be

would forward the results to Mr. Schmitt.

members could forward any additional suggestions or comments they may have via email to

5. UPDATE BILL C-323 PRIVATE MEMBERS BILL TO SUPPORT HERITAGE RESTORATIONS
Mr. L. Bensason informed the Committee that on March 23, 2017, Bill C-323 Private
Members Bill to Support Heritage Restorations, received Second Reading in the House of
Commons, and has been referred to the Standing Committee on Environmental and
Sustainable Development for further debate.
6. HERITAGE KITCHENER WORK PLAN
The Committee was in receipt this date of an updated draft Work Plan based on the
oals, objectives and priorities that have been established by the
Heritage Kitchener Committee.
Mr. L. Bensason indicated there were no changes to the draft Work Plan since the March 7,
2017 Committee meeting.

7. HERITAGE BEST PRACTICES MARCH 7 HERITAGE PROMOTION SUB-COMMITTEE
MEETING REPORT & OPEN FORUM
Mr. C. Farley advised the Heritage Kitchener Promotion Sub-Committee met and discussed
purchasing signs to identify homes built in 1867, in celebration of 150th anniversary
celebrations. The Sub-committee identified 30 homes that would meet the 150-year criteria.
Mr. Farley indicated the Sub-committee would bring forward more information at the next
Environmental Committee meeting.
