The Finance and Corporate Services Committee met this date commencing at 12:00 p.m.
Present: Councillor S. Davey - Chair

1. CSD-17-019 ACCESSIBILITY POLICY
The Committee considered Community Services Department report CSD-17-019, dated April
12, 2017 recommending approval of the revised Council Policy GOV-COR-217 (Accessibility
Policy).
On motion by Councillor K. Galloway-Sealock -
it was resolved:
That the revised Council Policy GOV-COR-217 (Accessibility Policy), as attached to
Community Services Department report CSD-17-019, be approved.
2. FCS-17-072 REQUEST FOR MIDWAY 425 BINGEMANS CENTRE DRIVE
JUNE 2 TO 4, 2017
The Committee considered Finance and Corporate Services report FCS-17-072, dated March
31, 2017 recommending that Ever After Music Festival be granted permission to operate a
Midway at 425 Bingemans Centre Drive from June 2 to June 4, 2017.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
That Ever After Music Festival be granted permission to operate a Midway at 425
Bingemans Centre Drive from June 2 to June 4, 2017 subject to the following:
Date of Operation Hours of Operation Music Off At
Friday, June 2 6:00 p.m. 11:00 p.m. 11:00 p.m.
Saturday, June 3 1:00 p.m. 11:00 p.m. 11:00 p.m.
Sunday, June 4 1:00 p.m. 11:00 p.m. 11:00 p.m.; and further,
That the required license with approvals from the City of Kitchener Planning Division
and Region of Waterloo Public Health be obtained prior to operating the midway for
June 2 to June 4, 2017, as outlined in Finance and Corporate Service Department
report FCS-17-072.
3. INS-17-014 CAP AND TRADE PROGRAM UPDATE
Councillors S. Marsh and D. Schnider entered the meeting at this time.
The Committee considered Infrastructure Services report INS-17-014, dated April 20, 2017
recommending approval of greenhouse gas emission compliance instrument purchasing
policy. Mr. D. Persaud was in attendance and responded to questions from the Committee.
Mayor B. Vrbanovic and Councillor Y. Fernandes entered the meeting at this time.

3. INS-17-014 CAP AND TRADE PROGRAM UPDATE
Mr. D. Chapman advised the intention of the proposed purchasing policy outlines a high level
approach to managing the emission compliance portfolio; adding a detailed purchasing
strategy will be provided at an in-camera meeting as these discussions are deemed
confidential and market sensitive, as per sections 32 (6), (7), (8) and (10) of the Climate
Change Mitigation & Low-carbon Economy Act, 2016 (Bill 172).
The following motion was voted on and was Carried on a recorded vote, with Mayor B.
Vrbanovic and Councillors B. Ioannidis, D. Schnider, S. Davey, S. Marsh, K. Galloway-Sealock
and F. Etherington voting in favour; and, Councillors J. Gazzola and Y. Fernandes voting in
opposition. Councillor Z. Janecki and P. Singh were absent and accordingly did not vote.
On motion by Councillor B. Ioannidis -
it was resolved:
That the greenhouse gas emission compliance instrument purchasing policy as
outlined in Appene Services Department report INS-17-014, be
adopted, to comply with O.Reg. 144/16 The Ontario Cap and Trade Program; and
further,
Exclusions, Chapter 170 Purchasing and
Materials Management Bylaw for greenhouse gas emission compliance instruments
4. ADJOURNMENT
On motion, this meeting adjourned at 12:31 p.m.
