The Planning and Strategic Initiatives Committee met this date, commencing at 6:34 p.m.

1.CSD-17-035 - ACCESSIBILITY STANDARDS FOR THE BUILT ENVIRONMENT
- INTERIM UPDATE TO THE URBAN DESIGN MANUAL
The Committee considered Community Services Department report CSD-17-035, dated April
10, 2017 recommending approval of the Accessibility Standards for the Built Environment and
that the Standards be incorporated into the City’s Urban Design Manual. Ms. D. Edwards was
in attendance and responded to questions from the Committee.
On motion by Councillor B. Ioannidis –
it was resolved:
“That the ‘Accessibility Standards for the Built Environment’, attached as Appendix ‘A’ of
Community Services Department report CSD-17-035, be approved; and further,
That the ‘Accessibility Standards for the Built Environment’ be incorporated into the
City’s Urban Design Manual upon approval.”
The Committee recessed at 6:47 p.m. and reconvened at 7:00 p.m., Chaired by Councillor P. Singh
with all members present.
Councillor P. Singh advised this is a formal public meeting to consider applications under the
Planning Act. If a person or public body does not make oral or written submissions to the City
of Kitchener before the proposed applications are considered, the person or public body may not be
entitled to appeal the decision to the Ontario Municipal Board and may not be added as a party to a
hearing of an appeal before the Ontario Municipal Board.
2. CSD-17-036 - ZONE CHANGE ZC16/013/M/CL

The Committee considered Community Services Department report CSD-17-036, dated March
29, 2017 recommending approval of Zone Change Application ZC16/013/M/CL (10 Manitou
Drive, 655 Fairway Road South, and 569-579 Fairway Road South) to remove Special Use
Provision 112U and add Holding Provision 79H. Ms. C. Lowery presented the report and
responded to questions from the Committee.
Mr. Oz Kemal, MHBC Planning, agent on behalf of the applicant, attended in support of the
subject application and the staff recommendation.

“That Zone Change application ZC16/013/M/CL (First Capital Holdings (Ontario)
Corporation, First Capital (Fairway) Corporation, and FC Domaine Holdings (Ontario)
Corporation) for the purpose of changing the zoning of the subject properties to remove
Special Use Provision 112U and add Holding Provision 79H be approved in the form
shown in the “Proposed By-law” dated March 29, 2017, attached to Community
Services Department report CSD-17-036 as Appendix ‘A’.”
