SUBJECT: David Bergey Drive Bicycle Lane Implementation -
Parking Cost Analysis

RECOMMENDATIONS:
That on-street bicycle lanes be installed on both sides of David Bergey Drive from
Ottawa Street to Activa Avenue; and further,
That on-street parking be prohibited on both sides of David Bergey Drive between
Ottawa Street South and Activa Avenue; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Upon consideration of report INS-017-033, the following resolution was passed:
That consideration of the following motion be deferred to the May 15, 2017 Council
meetingto allow for staff to prepare additional information on the implementation and
operation costs of the proposed parking alternative:
“That on-street bicycle lanes be installed on both sides of David Bergey
Drive from Ottawa Street to Activa Avenue, as outlined in Infrastructure
Services report INS-17-033; and,
That on-street parking be prohibited on both sides of David Bergey Drive
between Ottawa Street South and Activa Avenue; and further,
That the Uniform Traffic Bylaw be amended accordingly.”

The motion presented is as follows:
“That on-street parking be prohibited on both sides of David Bergey Drive
between Ottawa Street South and Activa Avenue; and further,” with:
“That on-street parking be prohibited on both sides of David Bergey Drive
between Ottawa Street South and Activa Avenue, with the exception of a
parking bay for 10 spaces in close proximity of 20 David Bergey Drive;
and further,”
This report serves to address this resolution.
REPORT:
David Bergey Drive was recommended for a traffic calming review within Report No.
INS-16-020. Through the 2014 Traffic Calming Policy, it is outlined that ‘If a roadway
has been identified in the Cycling Master Plan for the inclusion of cycling facilities, then
cycling facilities should be incorporated as part of the overall traffic calming plan’.
As cycling facilities typically have a positive impact on overall roadway conditions, it is
essential that these facilities be implemented prior to a traffic calming review so that
staff have a better understanding of the roadway’s ultimate operating characteristics
prior to the installation of traffic calming measures.
With a road width of 9.4 metres, implementing bike lanes would require the removal of
all on-street parking on David Bergey Drive between Ottawa Street and Activa Avenue.
On-Street Parking
Transportation Services has conducted a parking study of the visitor parking spaces at
20 David Bergey Drive to determine the occupancy in which the spaces are being
utilized. This study included both weekday and weekend observations. The site has ten
(10) approved visitor parking spaces, and three (3) unmarked parking spaces. The
results of the study are as follows:
The study shows that at all times throughout a typical week, for both weekdays and
weekend days, visitor parking at 20 David Bergey Drive is underutilised and does not
require additional on-street parking spaces to be provided.
This study determined the number of vehicles parked on-street in the area of 20 David
Bergey Drive, as well as the number of vehicles parking in the visitor parking area on
the site of 20 David Bergey Drive.
This study recorded the parked vehicles on weekdays, both in the morning and
afternoon, as well as weekday evenings. Additionally, weekend counts were conducted,
during morning, afternoon and evening time periods.
The highest recorded number of vehicles parked at any one time was a total of 7 parked
vehicles – 5 on-street and 2 on-site. The existing visitor parking supply on-site (10
spaces) can accommodate this parking demand.
Cost Analysis – Parking Bay
The capital cost associated with the construction of a 10 space parking bay is
approximately $100,000. Included in this estimate are material costs, demolition and
reconstruction of concrete curbs, excavation, asphalt resurfacing, and relocation of
city infrastructure and utilities.
The annual operating cost associated with a parking bay is approximately $2,000, and
consists of snow clearance/removal and labour costs.
Operations has provided further information related to this option.
The proposed area will create a curb faced sidewalk section without any ability to
store snow on the boulevard. The snow therefore will need to be pushed up in
the ends of the parking area which will mean there may be times when snow
storage will occupy some parking spaces for a period of time while we work on
higher priority snow loading locations ie Downtown, LRT areas, other Regional
Roads and main arterials
The snow clearing work cannot be done with the plow that maintains the David
Bergey Drive area. This work is unique in that it is an isolated location and
requires specific equipment (ie loader and dump truck) to be dispatched to clear,
load the snow onto a truck and then the snow is transported to the SSDF. The
unit costs are therefore very high for the very small area maintained.
While we could fit this work at this single location into our current workload,
please be aware that, if there were more of these locations proposed throughout
the city, at some point Operations would require additional staff and equipment
resources to maintain current service levels.
Off-Street Parking - Maintenance Access
There may be an opportunity for the City to provide parking at the maintenance access
driveway 225 metres north of Activa Avenue. Storm water management (Engineering)
has advised that parking in this area is of concern for the following reasons:
Lack of available space to provide a properly designed parking area for four
vehicles
This area is within the Laurentian Wetlands and storm events could flood the
area of the maintenance access
There is significant slope in this area that may severely limit any opportunity to
provide parking spaces
Parked vehicles would likely block both the inlet and outlet of this facility, which is
not an acceptable situation.
As a result, the development of an off-street parking lot in this maintenance access area
is not recommended.
On-Street Parking Provided
On-street parking is available in the area, with Windflower Drive and Wake Robin Drive
within approximately 200 metres of 20 David Bergey Dr, and on Peach Blossom
Crescent within approximately 450 metres of 20 David Bergey Drive.
Cost Analysis – Off-Road Cycling Facility
The capital cost associated with installing a multi-use path on David Bergey Drive is
approximately $200,000 and includes cost of material, excavation, labour, and
relocation of city infrastructure and utilities.
The annual operating cost associated with off-road cycling facilities is approximately
$2,000 and includes snow clearance/removal and labour costs.
Based on the parking study conducted that indicates that visitor parking on-site at 20
David Bergey Drive is underutilized, with very little on-street parking occurring, it is
recommended that on-street bicycle lanes be implemented on David Bergey Drive
between Ottawa Street South and Activa Avenue and that parking be prohibited on
both sides of David Bergey Drive between Ottawa Street South and Activa Avenue.

FINANCIAL IMPLICATIONS:
The proposed pavement marking changes and on-street parking changes will come
from the cycling capital budget, with an approximate cost of $20,000.
The development of a 10 space parking bay would cost approximately $100,000 in
capital costs, with an annual operating cost of approximately $2,000 per year. Should
Council direct staff to install parking bays along David Bergey Drive then Council would
be required to identify a funding source for the installation and maintenance. If a
funding source is not identified during consideration of this report then approval for the
parking bays should be directed to the 2018 budget process where they will be brought
forward in an issue paper. In the interim, staff maintains that there are overall
community benefits in installing the cycling lanes during this season and that 2017
installation will permit the traffic calming review to continue.
Should Council consider the development of an off-street 4 space parking lot at the
maintenance access, it would require an approximate $8,000 to $10,000 capital cost,
with approximately $500 per year required for operating costs.
