RECOMMENDATION:
That Expression of Interest E17-075 Consultant Services - Hidden Valley - Flow
Monitoring, Model Recalibration and Continuous Simulation, be awarded toAmec
Foster WheelerEnvironmental & Infrastructure, Burlington, Ontario, at their
correctedfee of $64,590.41, including contingencies of $5,871.86,plus H.S.T. of
$8,396.75, for a total of $72,987.16, based on a satisfactory contract being
negotiated and an upset fee being established.
BACKGROUND:
The land use and zoning framework within the areas currently covered by the 1981
Hidden Valley Industrial Community Plan and the 1990 Hidden Valley Residential
Community Plan is significantly out-of-date and needs to be replaced now that there is a
final decision on the Region’s River Road extension project. As per the approved
Kitchener Growth Management Plan, a ‘Hidden Valley Land Use Review’ is being
undertaken and coincides with otherlarge projects to essentially overhaulthe local level
planning framework.
The natural environment within the Hidden Valley area is a jewel. Prior to considering
the land use updates, the City is taking a leadership step by ascertaining more
information specific to this area to help with water management. This involves hiring a
consultant to conduct flow monitoring (rain events etc.), recalibrate an existing
hydrological model, complete a “continuous simulation” of the model to estimate water
balance volumes, run scenarios and provide recommendations for stormwater

management criteria. Other related City and Regional work inthe vicinity will be utilized.
Although there are certain general standards that could be used, the City and GRCA
staff deemed it extrememly important to do this component of subwatershed-like study
up front. Even though the study area is within a broader, existing urbanized area, this
work is needed in order to best inform the next stages of identifying the appropriate land
uses, assessing the implications to the significant natural environmental features and
ensure that any future development in the area has positive implications
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of B. Sloan,ManagerLong Range &Policy Plan,M. Wilson,Design &
Construction Project Manager,B. Steiner, Senior Environmental Planner, andR.Scott,
Buyer.
Expressions of interest were advertised publicly on the City of Kitchener website and on
the internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by twelve (12)
interested parties and by the closing date of Tuesday April 25, 2017,three (3)
responses had been received.
The review committee met on Tuesday May 2,2017, to review the submissions. The
Committee recommendsawardingthe project to Amec Foster Wheeler Environmental &
Infrastructure , Burlington, Ontario.
The Committee rated consultants on the following criteria:
Experience / evaluation of proposed team proposed project team
Understanding and approach including work plan
Proposed project schedule
Qualifications / expertise of project team
Amount of city work completed in the past
Value added approach
Cost of consultants fees

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision of sustainable environment and infrastructure.
FINANCIAL IMPLICATIONS:
The net cost for this expression of interest(A), is fair and reasonable for a project of this
scope and the upset limit is within the funding available (B) for this project. Funding for
this project is included within the approved capital budget. The estimated surplus (D)
will remain within the Planning Studies account to be used towards future phases of
work regarding the Hidden Valley land use review, printing and other miscellaneous
project expenses.

INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting. Representatives of the
community/environmental interest group, Friends of Hidden Valley, and one of the main
landowners in the area have been informed of this work.
