HERITAGE KITCHENER MINUTES
MAY 2, 2017 CITY OF KITCHENER
The Heritage Kitchener Committee met this date, commencing at 4:00 p.m.
Present: A. Reid - Chair

1. CSD-17-043 - HERITAGE PERMIT APPLICATIONS HPA-2017-V-015 & HPA-2017-V-016
- 32 AHRENS STREET WEST
- DEMOLISH SINGLE DETACHED DWELLING; CONSTRUCT NEW
- SINGLE DETACHED DWELLING AND ACCESSORY BUILDING
The Committee considered Community Services Department report CSD-17-043, dated April
11, 2017 recommending approval of Heritage Permit Applications HPA-2017-V-015 and HPA-
2017-V-016 to permit demolition of an existing single detached dwelling and construction of a
new single detached dwelling and accessory building at 32 Ahrens Street West. Mr. S. Lakes,
applicant, addressed the Committee in support of the applications and responded to questions.
The Committee was in receipt this date of three letters outlining support of the proposed
development by neighbours to the subject property.
Mr. L. Bensason advised although the property is designated under Part V of the Ontario
Heritage Act by virtue of its location within the Civic Centre Neighbourhood Heritage
Conservation District (CCNHCD), it is rated ed properties
to contribute to the area. He further indicated the proposed architectural style of the new two-
storey structure would be fitting for the area.
On motion by S. Miladinovic -
it was resolved:
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA-2017-V-015 be approved to permit demolition of an existing single detached
dwelling located on the property municipally addressed as 32 Ahrens Street West, as
outlined in Community Services Department report CSD-17-032; and further,
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA-2017-V-016 be approved to permit construction of a new single detached dwelling
and accessory building on the property municipally addressed as 32 Ahrens Street
West, in accordance with the plans and supplementary information submitted with the
application and subject to the following condition:
1. That the final building permit drawings be reviewed and heritage clearance
provided by Heritage Planning staff prior to the issuance of a building permit.
2. HERITAGE IMPACT ASSESSMENT (HIA) 369 FREDERICK STREET
The Committee considered a memorandum dated April 18, 2017, and Heritage Impact
Assessment (HIA) prepared for 369 Frederick Street, which is of cultural heritage interest,
having been placed on the Heritage Kitchener Inventory of Historic Buildings.
Mr. Owen Scott, CHC Limited, presented the HIA and provided context to the project. He
advised the HIA was reviewed regarding the proposal to sever part of the Frederick Street
frontage from the area of the existing facility to allow for the construction of a retirement home
on the severed portion and to construct an addition to the existing building as a long-term care
facility. He showed conceptual drawings of the proposed addition and took questions from the
Committee.

2. HERITAGE IMPACT ASSESSMENT (HIA)
Several Members expressed support that the property is of cultural heritage value and worthy
of recognition and that the attributes should be preserved to the greatest degree possible,
including:
the scale and irregular massing of the one and three-storey building;
the entry canopy in its entirety;
the acrylic stucco non-load bearing walls;
the glazed and solid panel curtain wall sections; and,
the clerestory form and glazing in the administration wing.
Members offered the following concerns in relation to the HIA and proposed development:
the proposed addition design were not in keeping with the architectural design features
and heritage attributes of the existing 1993 structure.
the proposed addition significantly reduced the amount of green space available to
residents of the long-term care facility.
Mr. L. Bensason indicated Heritage Planning staff will consider the comments and input of the
Director of Planning.
3. HERITAGE BEST PRACTICES SUB-COMMITTEE UPDATES & OPEN FORUM
Ms. K. Huxted advised the Heritage Kitchener Promotion Sub-Committee has developed a
draft design of the signs to identify homes built prior to Confederation. She noted the Sub-
Committee will be working with the Corporate Communications and Marketing to develop a

map identifying the pre- Celebration website.
Mr. L. Bensason indicated that funds for the signs will be drawn from the heritage planning
budget.
