BACKGROUND: Bramm Street is a local roadway with primarily commercial land use. Bramm Street also serves as the main access point for the city-owned Bramm Street Yards parking lot located at 55 Bramm Street. Currently on-street parking is permitted on the south side of Bramm Street from Victoria Street South to the first laneway west of Victoria Street Southfor a maximum period of three consecutive hoursas outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: In 2017,Transportation Services reviewed the on-street parking regulations in response to a request from City of Kitchener Parking Enterprise. The request cited difficultyfor pedestrians accessing the Bramm Street Yards parking lot due to vehicles parked on the roadway and a lack of proper sidewalks located on Bramm Street. The only existing pedestrian walkway is a painted pathway with hatched markings on the north side of Bramm Street to delineate the walkway from the roadway. Due to the narrow width of the roadway there is no room to safely accommodate two-way traffic and on-street parking on Bramm Street. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1 - 1 Additionally, with the construction of a large, multi-use complex at 100 Victoria Street South taking place, there is a significant amount of construction traffic utilizing Bramm Street as the main construction entrance to the site which furthers restricts the flow of traffic on Bramm Street. Neighbouring property owners were notified of the proposed on-street parking changes and encouraged to comment on the proposal. No comments were received by Transportation Services staff. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the c vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for implementing Parking signage along this section of Bramm Street is $200 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM This report has been posted to the ciadvance of the council / committee meeting. The constituents were made aware of the proposed changes to prohibit parking in this section of Bramm Street through a mail out sent in April 2017. CONSULT Directly affected constituents were notified regarding this proposed parking regulation change in April 2017.
