SUBJECT: 2018 Sidewalk Infill through Roadway Reconstruction

RECOMMENDATION:
That the following streets be approved for sidewalk infill as per the Sidewalk Infill
Policy attached to report INS-15-051 approved by Council June 1, 2015;
Shantz Lane
Hill Street and St Vincent Street
Patricia Ave
Bond Street
BACKGROUND:
On June 1, 2015 Council approved report # INS-15-051 Sidewalk Infill Policy. The Infill
Policy defines the framework around the installation of new sidewalk in locations where
commitment to an improved sidewalk network on existing roadways to support a more
pedestrian friendly environment. It also defines priority levels for sidewalk infill locations
and provides a framework for community and Council input on any proposed
installations.
The policy requires Council approval for most sidewalk infill locations. This report
outlines the locations of sidewalk that are recommended to be built in conjunction with
upcoming road reconstruction projects in 2018, and provides recommendations for the
application of the policy in these areas.

REPORT:
The Sidewalk Infill Policy stipulates that any areas of planned sidewalk infill must be
presented to Council for approval at least one year in advance of implementation.
Accordingly, staff have reviewed four locations that are being reconstructed for sidewalk
infill through 2018 reconstruction.
SHANTZ LANE
Location: Shantz Lane Weber Street to Ross Ave
Priority: Priority 1 (Greater than 67pts)
Score: 80 pts
Implementation Year: 2018
Length of Sidewalk Infill: West Side 250m
East Side 300m
Priority 1 is defined as:Sidewalks shall be required on both sides of the roadway as
they connect to a significant number of pedestrian origins and destinations. Any
sidewalk infill location scoring 90 or more points is deemed to be pre-approved and will
not require additional Council approval.
Transportation Services surveyed area residents within the identified study area
regarding sidewalk infill along both sides of Shantz Lane. The results of the survey are
as follows:

It should be noted that each surveyed response may have identified more than one
concern.
The installation of the sidewalk on Shantz Lane may require modifications to address
the following constraints:
Privately owned landscaping within the public right of way
Removal of small stature trees
The relocation of light standards and utility poles
While there are minor construction challenges, all constraints are mitigatable as per the
sidewalk infill policy. Accordingly, staff is recommending installation of sidewalk on both
sides of Shantz Lane from Weber Street to Ross Avenue.

Priority 2 is defined as:required on both sides of the roadway;
however, an exemption may only be authorized by Council should staff not be able to
reasonably mitigate any one of the following:
1.The infill of sidewalks on one or both sides of the roadway would negatively
impact the character of the neighbourhood as identified through a cultural
heritage landscape study
2.The infill of sidewalks on both sides of the roadway would result in significant
site specific impacts that cannot be mitigated
3.The infill of sidewalks on both sides of the roadway would result in a
substantial loss of mature, desirable trees or other environmentally sensitive
impacts that cannot be mitigated
4.The infill of sidewalks on both sides of the roadway would result in significant
impacts on seasonal maintenance that may result in a substantial increase to
Hill Street is a Priority 2 under the Policy. Through consultation with Parks staff, it was
determined that a multi-use trail along the south side of Hill Street is the most
appropriate solution. The location of the proposed infrastructure will fall outside the
traditional right of way and within parklands, completing a link to Hillside Park.The
location maintains the existing mature trees and has no impact on residential properties,
essentially mitigating any constructability concerns.
St. Vincent Street is a Priority 2 under the Policy. Staff is recommending that sidewalk
be installed on the west side of St. Vincent Street, from Louisa Street to Guelph Street,
and on the east side from Hill Street to Guelph Street. The installation of the sidewalk as
proposed on St. Vincent St. may require modifications to address the following
constraints:

Potential loss of low stature trees
Some areas may require a low height retaining wall to retain grading
Some private owned landscaping located within the right of way will be impacted.
While there are minor construction challenges, all constraints are mitigatable as per the
sidewalk infill policy.
Because Hill Street and St. Vincent Street connect, and are part of the same
reconstruction project, Transportation Services surveyed the area residents within the
identified study area regarding both the installation of a multiuse trail along the south
side of Hill Street and the installation of sidewalk along the west side of St Vincent from
Louisa Street to Guelph Street and along the east side of St Vincent Street from Hill
Street to Guelph Street. The results of the survey are as follows:

Location: Patricia Avenue Victoria Street to End
Priority: Priority 1 (Greater than 67pts)

Implementation Year: 2018
Length of Sidewalk Infill: West Side 60m
East Side 170m
Patricia Avenue is Priority 1 under the Policy.Staff is recommending installation of
sidewalk on both sides of Patricia Avenue from Adelaide Street to the westerly limits of
Patricia Avenue. The proposed sidewalk location maintains the existing mature trees
and has no impact on residential properties. There are no identified constructability
concerns.
Transportation Services surveyed area residents within the identified study area
regarding sidewalk infill on both sides of Patricia Avenue. The results of the survey are
as follows:

Priority: Priority 2 (36- 67pts)
Score: 50 pts
Implementation Year: 2018
Length of Sidewalk Infill: East Side 125m
Bond Street is Priority 2 as identified in the sidewalk infill policy.Staff is recommending
installation of sidewalk on east side of Bond Street from Elizabeth Street to a point
125m north thereof. There are no identified constructability concerns within the
proposed area.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Strategic Priority:Sustainable Environment & Infrastructure
Strategy: 4.4 - Develop a network of safe, comfortable and linked pedestrian and cycling
facilities and improve year-round maintenance on priority routes.

FINANCIAL IMPLICATIONS:
The cost of sidewalk installation is funded through the Accelerated Infrastructure
Replacement Program (AIRP) in the 2018 capital budget for these projects.

The property owners that are directly affected by sidewalk installation will be required to
maintain the portion that is directly adjacent to their property. However, for the portion of
City owned property fronting Hill Street and St. Vincent Street, Operations will be
required to maintain at anannual cost of approximately $605.00.
COMMUNITY ENGAGEMENT:
INFORM This report has been
advance of the council / committee meeting. Residents were notified regarding this
report to recommend the implementation of sidewalk through upcoming reconstruction
projects.
CONSULT Transportation Services initiated public consultation through a
survey/questionnaire for:
Shantz Lane August 2016
Hill Street and St. Vincent Street July 2016
Patricia Avenue July 2016
Bond Street January 2017
Public Information Centres (PIC) regarding these reconstruction projects and the
proposed sidewalk infill are scheduled and will follow the typical reconstruction
consultation format.
