BACKGROUND: McLennan Park is a 39ha (96 acre) park constructed on the former Kitchener Landfill site located at 901 Ottawa Street South. The property is owned by the Region of Waterloo (Region) and the City operates McLennan Park in accordance with a lease agreement with the Region. Under the lease agreement, the City has care and control of surface rights for park use and the Region has responsibility for subsurface landfill operations. Regional and city staff perform joint site inspections as part of the park agreement. In 2014, site inspections revealed landfill gas was collecting in a subsurface drainage system at McLennan Park and interfering with the function of the existing landfill gas collection system installed at the site. Work took place immediately to address the concern and wood chips were placed over the Great Lawn Area as a temporary ground covering.Rehabilitation of the Great Lawn area is required in order to maintain the safe, long term operation of the park, its ability to support large scale events, and ensure the sub-surface landfill cap meets current engineering standards and Ministry of Environment and Climate Change requirements. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 5 - 1 In collaboration with the Region, an engineering and landscape design has been completed to meet restoration requirements and provide park amenity benefits. The Region is responsible for the restoration works associated with the former landfill including the clay cap restoration (i.e. primarily underground works) and the City is responsible for park related restoration including turf, irrigation and drainage system, shade tree planting, and associated park amenities (i.e. primarily above ground works). The Great Lawn area is approximately 5ha (12 acres) total in size and is adjacent to the prime park amenity spaces (playground, splash pad, basketball courts, volleyball courts & washroom building). The combined 2015/16McLennan Park General Provision budget allocation of $690,000 was established to address turf restoration of the Great Lawn. An additional $400,000 was approved through the 2017 capital budget process to address the necessity of shade and accessibility for all ages and incorporated additional amenities into the final design of the great lawn area. These additional park amenities (shade structure & additional trails) support comments and strategies in line with both the Neighbourhood Strategy and Age Friendly Communities and have been included as provisional items in the tender due to budget constraints. Acknowledging that final tender values are above the current McLennan Park approved budget of $1,095,346; related tree planting, turf rehabilitation and community trail capital accounts have been allocated to address associated work in support of the park design initiatives identified above.Staff recommend including the provisional items in the tender award to minimize park disruption through future construction activities and to realize economies of scale through the competitive tender process. Construction Closures Work will take place from June to November 2017 and the following park facilities will be closed for the summer of 2017 due to their proximity to the work area: great lawn area (east & west side) splash pad &small portion of the playground (sand dig & bucket swing) large gazebo & gazebo trail beach volleyball courts Blackhorne Drive park entrance (vehicular & pedestrian) Open for Park Use Park visitors will still have access via the Ottawa Street South entrance (for vehicle traffic), and all pedestrian access points except for Blackhorne Drive to be able to enjoy the following areas of the park: dog park bike park &skateboard park basketball courts majority of the playground(senior & junior playstructures) washroom facilities 5 - 2 REPORT: Tenders were called by the Region of Waterloo for T2017-117Former Kitchener Landfill Cap Restoration & Landscape Enhancement, McLennan Park, Kitchener Ontario and were advertised in the Waterloo Region Record, Daily Commercial Newsand onthe The tender closed on May 3, 2017and the following bids were received: Contractor City/Province Total Tender Price (Excluding HST) Gateman-Milloy Inc. (including provisional & contingency) as well as associated design fees. FINANCIAL IMPLICATIONS: Costs for this project have been split between the Region and City based on responsibility for the work. is $1,588,308 (A) and staff has identified relevant funding sources for work (B). The overall result is no expected deficit or surplus from this project (C). A communication strategy has been developed which will inform users of the park of the great lawn closure and will include but not limited to: Park signage will be posted in advance of the construction for public notification. Notifications will be provided to surrounding residents (8,000 approx.). Communications through social media, Your Kitchener, and website Notifications to summer programing of the splash pad closure and alternatives. Notifications to facility bookings regarding the gazebo & volleyball closure. CONSULT Special Events has been consulted through the project and they did not schedule events in summer 2017 in anticipation of construction activities.
