Alterations to front porch
RECOMMENDATIONS:
THAT pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2017-IV-017 be approved to permit alterations to the front porch of the building
located on the property municipally addressed as 176 Victoria Street North, in
accordance with the plans and supplementary information submitted with the application
and subject to the following condition:
1.That the final building permit drawings be reviewed andheritage clearance
provided by HeritagePlanning staff prior to the issuance of a building permit.

BACKGROUND:
The Community Services Department is in receipt of Heritage Permit Applications HPA-2017-IV-
017 requesting permission to alter the front porch on the building municipally addressed as 176
Victoria Street North.
REPORT:
The subject property is located on the north side of Victoria Street North between Ahrens Street
West and Margaret Avenue. Theproperty contains a one-and-a half-storey brick building built in
1897 in the Queen Anne architectural style and is designated under Part IV of the Ontario Heritage
Act. Designating By-law 2000-44 identifies all exterior elevations as heritage attributes and
specifically references the kitchen extension, rubble stone foundation, brick walls and voussoirs, all
windows and window openings, all glazed transoms, wood sills, all exterior wood doors and door
openings, wood soffit and fascia, decorated wood panelled brackets with finials, and the roof and
roofline. As a result, a heritage permit is required for alterations to the exterior elevations.

Proposed Alteration
Application HPA-2017-IV-017 requests permission to alter the front porch by replacing the
existing railings and pickets, porch floor, stairs, and skirt. The existing railings and pickets, porch
floor, stairs, and skirt are constructed with pressure treated wood and are not original to the
building. The applicant is proposing to replace with new railings and 2x2 turned spindles,new
porch flooring, new stairs, and new skirting, all painted to match the existing exterior trim colour.
All new elements will be constructed of non-pressure treated wood, either hemlock, pine or
cedar.In addition to a heritage permit, a building permit is required for the proposed alterations
to the front porch.

The applicant advises that the estimated value of construction for the alterations to the front
porch is approximately $3,000.
Heritage Planning Staff Comments
In reviewing the merits of the application, Heritage Planning staff note the following:
all exterior elevations are identified as heritage attributes in the Designating By-law;
all elements of the existing front porch located below the roofline and decorative brackets
are not original;
the existing railings and pickets, floor, stairs, and skirting are non-original, pressure treated
wood;
the applicant is proposing to replace the non-original, pressure treated wood with hemlock,
pine or cedar;
the applicant is proposing to paint all existing pressure treated wood and new exposed
hemlock, pine or cedar wood to match the existing trim colour found on the building; and,
the alterations to the front porchwill not impair or negatively impact the integrity of the
property.
In accordance with the preceding comments, Heritage Planning staff support the proposed
alterations to the front porch.
Theapproval of an application under the Ontario Heritage Act shall not be a waiver of any of the
provisions of any by-law of the City of Kitchener or legislation, including, but not limited to, the
requirements of the Ontario Building Code and Zoning By-law. In this regard, a building
permit is required to replace the railings and spindles on the front porch.
