The Development and Technical Services Committee met this date commencing at 7:00 p.m.

SPADINA ROAD WEST
PERMIT ONLY PARKING
FOREST- ROCKWAY WARD
The Committee considered Development and Technical Services Department report DTS-04-012
dated February 23, 2004 dealing with permit only parking on the west side of Spadina Road.
On motion by Councillor M. Galloway -
it was resolved:
"That the Permit Only Parking on the west side of Spadina Road West between Patricia
Avenue and North Drive be in effect between the hours of 8:00 a.m. and 8:00 p.m.,
Monday to Saturday; and further,
That the Uniform Traffic By-law be amended accordingly."

KEHL STREET
ON-STREET PARKING PROHIBITION
FOREST- ROCKWAY WARD
The Committee was in receipt of Development and Technical Services Department report DTS-
04-035, dated March 4, 2004 regarding the prohibition of parking on the south side of Kehl Street.
On motion by Councillor M. Galloway -
it was resolved:
"That parking be prohibited at anytime on the south side of Kehl Street from a point 193
metres east of Hoffman Street to a point 17 metres east thereof; and further,
That the Uniform Traffic By-law be amended accordingly."

GATEWAY PARK DRIVE WIDENING
CONSULTANT SELECTION
FAIRVIEW- GATEWAY WARD
The Committee considered Development and Technical Services Department report DTS-04-031,
dated March 15, 2004 dealing with the selection of an engineering consultant for Gateway Park
Drive road widening.
On motion by Councillor M. Galloway -
it was resolved:
"That Council approve the retention of McCormick Rankin Corporation as the Engineering
Consultant for the widening of Gateway Park Drive between Sportsworld Drive and
Tulane Street, including the preparation of the Environmental Assessment (EA),
preliminary and detailed designs, and construction supervision."

ZC 04/03/TC/JG
BY-LAW TO FACILITATE CHANGE TO DIGITAL MEDIUM FOR ZONING
MAPS
CITY INITIATED
The Committee considered Development and Technical Services Department report DTS-04-029
dated February 24, 2004, regarding zone change application ZC 04/03/TC/JG (City Initiated), to
facilitate the change of the City of Kitchener's Zoning By-law to a digital medium.
J. Willmer advised that the proposed change is administrative to allow the transition of the official
record of the City's zoning by-law from hard copy to a digital medium. He added that there are
also two house-keeping changes to correct clerical errors in the By-law.
On motion by Councillor Geoff Lorentz -
it was resolved:
"That a By-law to Facilitate the change of the City's Zoning By-law to a digital medium, be
approved, as shown in the "Proposed By-law" attached to report DTS-04-029 and dated
February 24, 2004, without conditions."
DTS-04-036
SHIRLEY AVENUE NORTH - SANITARY SEWER
PHASE II, RP 1677
BRIDGEPORT - CENTRE WARD AND CHICOPEE - GRAND RIVER WARD
The Committee was in receipt of Development and Technical Services Department report DTS-
04-036 dated March 12, 2004, dealing with an agreement between the City of Kitchener and E &
E Seegmiller Limited regarding the extension of a sanitary sewer main.
G. Stewart advised that he has not yet received the signed documents from the company and
suggested that the item be deferred to the next committee meeting.
On motion by Councillor M. Galloway -
it was resolved:
"That the following recommendation contained in Development and Technical Services
Department Report DTS-04-036 be deferred and referred to the April 5, 2004
Development and Technical Services Committee meeting:
'That Council for the City of Kitchener enter into an agreement with E & E
Seegmiller Limited for the City to extend a sanitary sewer main through Phase 2,
R.P. 1677 at an estimated cost of $135,136.00 (Plus G.S.T.) and that the City
recover these costs along with the associated engineering costs on a per metre
frontage cost of $194.03/per metre, when the adjacent lands hook into said
sanitary sewer; and further,
That the City of Kitchener continue to retain the Consultant Engineering firm of,
MTE Consultants Inc., at their price of $15,850.00 (Plus G.S.T.) and complete the
aforementioned work with E&E Seegmiller as an extension to the Shirley Avenue
North Sanitary Sewer and the financing of same be taken from the Sewer
Surcharge.'"
DTS-04-041
ORNAMENTAL LIGHTING
VICTORIA PARK HERITAGE DISTRICT
WEST - VICTORIA PARK WARD
The Committee was in receipt of Development and Technical Services Report DTS-04-041, dated
March 18, 2004, dealing with the inclusion of ornamental lighting in the Victoria Park Area
Heritage Conservation District.
J. McBride advised that during the development of the Victoria Park Area Heritage Conservation
District plan, provision was made for consideration of ornamental lighting as part of future road re-

construction. In 2004, there are 4 streets within the area scheduled for re-construction and he
requested direction with respect to the installation of ornamental lighting. He advised that the total
cost of ornamental lighting in the district would be between $416,000 and $700,000, depending on
the extent to which Council wishes to have the ornamental lighting installed within the district.
Councillor G. Lorentz suggested that the installation of ornamental lighting may have a positive
effect on the value of the properties in the district and if true, perhaps the property owners should
be expected to contribute to the cost of installing the lights. G. Stewart advised that staff would
contact the Assessment office to ascertain if such lighting would have an effect on the
assessment of the properties. J. McBride advised that the construction is scheduled for
August/September of this year but, since it is intended that any ornamental lighting would replace
the existing lighting, it is not critical that decision be made at this time. G. Stewart suggested that
staff investigate the question of the effect on assessment, the type of ornamental lighting and
costs, and report back to the Committee with a recommendation. It was agreed that staff
investigate further and report back to the Committee.
DTS-04-032
DEMOLITION CONTROL APPLICATION - DC 04/01/B/LT
254 BLUCHER STREET

The Committee considered Development and Technical Services Department report DTS-04-032
dated March 12, 2004, dealing with a request for the demolition of a building located at 254
Blucher Street.
On motion by Councillor J. Smola -
it was resolved:
"That Demolition Control Application DC 04/01/B/LT, requesting approval for the
demolition of a single detached dwelling, located at 254 Blucher Street, on lands legally
described as Lot 23, Registered Plan 749, be approved subject to the following condition:
That the owner obtains a building permit for the proposed development; and
further,
Upon the satisfaction of Condition 1, the Chief Building Official may authorize and issue a
demolition permit under Section 33(6) of the Planning Act. The demolition permit will be
subject to the following condition:
That in the event the single detached dwelling is not substantially complete within 2
years of the date of demolition is commenced, the City Clerk may enter on the
collector's roll, to be collected in like manner as municipal taxes, $20,000.00 for
each dwelling unit in respect of which the demolition permit is issued and such sum
shall, until payment thereof, be a lien or charge upon the land in respect of which
the permit to demolish the residential property is issued."
