SUBJECT: T17-081 Emerald Ash Borer Chemical Injections

RECOMMENDATION:
That Tender T17-081 Emerald Ash Borer Chemical Injections, be awarded to
Greenlawn Ltd. o/a Trugreen, Mississauga, Ontario, at their tendered price of
$73,669.24, plus H.S.T. of $9,577., for a total of $83,246.24, for a one (1) year term,
with an option to renew for two (2) additional twelve (12) month terms.
BACKGROUND:
In 2010 Emerald Ash Borer (EAB), a destructive introduced tree pest, was found in
south Kitchener. EAB is now well established across the city. As part of the city’s EAB
management strategy, the City will chemically inject approximately 480 healthy ash
trees (greater than 30 cm in diameter) along city streets and active parkland this year.
Injected trees are protected for two years, except when EAB populations are at its peak.
During this peak time, it is recommended to treat two out of every three years.
The use of chemical injections to protect large healthy ash trees from EAB is recognized
as a cost effective tool that allows municipalities to better manage their removal costs,
while at the same time preserving a part of the ash tree canopy which is currently
providing important social, environmental and economic benefits to the community.
The average annual spend over the past three (3) years was $131,647.40, before taxes.
The actual spend will depend on the level of activity throughout the term of the contract.

REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by six (6) interested parties and by the closing date of Thursday May
11, 2017, three (3) tenders had been received.
The following tenders were received:

The price for emerald ash borer chemical injections has decreased 2% from the 2016
contract.
The tender was reviewed by L. Button, Urban Forest Technologist, and A. Buchholtz,
Buyer, who concurs with the above recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope and the
upset limit is within the funding available (B) for this project. Funding for this project is
included within the approved capital budget. The estimated surplus (D) will be used to
fund future phases of the project.
