BACKGROUND: At the November 2016 appointment meeting, Kitchener Housing Incorporated Board of Directors(KHIBoard) had two (2) vacancies for which two (2)candidates were put forwardfor consideration butprior to the appointment meeting, one(1)of those recommended candidates became ineligible by moving out of Kitchener.As a result, Council appointed one(1)person which left one (1) vacancy to be filled at a later date. In early March, the Chair of the KHI Board askedabout the process to fill that vacancy and requestedone additionalappointmentbecause the KHI Board was having issuesreaching quorum with the current numberof appointees. There are currently six (6) citizens and three (3) members of Council appointed but the Terms of Reference for KHI allows for the appointment of nine to eleven (9-11) members.Thus, the KHI Board is requesting the appointment of two (2) membersfor the remainder of the current term ending November 2019. The protocol for filling mid-term vacancies is to first review the unassigned applicants from the initial Board/Advisory Committee recruitment process. If there are no applicants who can be assigned, staff then looks at the Volunteer Database to see if there are any citizens who have indicated either an interest in serving on a particular Board/Advisory Committee or on any Board/Advisory Committee in general. If any, these people are contacted and provided an application form and instructions on how to submit their applications. Staff also considers anyone who has applied to fill any specific vacancy as listed on the City’s website. In the case of the KHI vacancies, the applications were forwardedto the KHI Board for consideration. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 2.- 1 REPORT: As per the protocol for filling mid-term vacancies, staff contacted those applicants who were unassigned from the initial recruitment processand invited them to apply for the two (2) vacant positionsfor the KHIBoard. In total, 3 applications were received and forwarded to the KHI Board for consideration. As per the attached letter (Appendix C) from Mr. Bob McColl, Chair of the KHI Board of Directors, the KHI Board convened on May 17, 2017 and is recommending the appointment of MichaelMooneyto fill one of the two vacancies for the KHI Board term ending onNovember 30, 2019 (attached as Appendix ‘A’).Also attached is Appendix ‘B’ which is a listing of applicants whom the KHI Boardhas not suggested for appointment. Recruitment for the remaining vacancy on the KHI Board will be included as part of the recruitment process in the autumn of 2017. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service.
