To date building permits for Registered Plans 58M-504 and 58M-505 have not been issued. It has come to the attention of staff that the above noted registered plans were registered containing a street nam which is very similar to a pre- Plan 58M-422 in the Hidden Valley area of the City. As this would create possible confusion for emergency services, mail staff and visitors to the area, staff is recommending that this street be renamed in its entirety prior to building permits being issued. REPORT: In accordance with Council Public Notice Policy I-287 and Street Naming Policy I-1147 th notice of the proposed street name change will be provided in the Record on June 16, 2017 prior to the passing of the by-law. As there are currently no residents residing in the area comprising these registered plans indicated above, circulation to individual property owners is not required.Staffproposes that the entirety of from Forest Creek Drive to the Pond Cliff Drive be renamed to . ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Staff circulated the Region of Waterloo, Transportation Planning and the Fire Department on the potential street name.No concerns were identified and copies of the Staff recommends proceeding with preparing a draft by-law and reference plan to rename . ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Development as it facilitates the creation of a safe and livable community. FINANCIAL IMPLICATIONS: Costs associated with the renaming of River Valley Trail include the preparation of a reference plan (if required), land registry office search and registration charges, advertising fees and fees for resigning of the streets. All costs associated with the name change will be borne by the developer of Hallman subdivision, save and except for the land registry office search and registration charges related to the by-law, estimated at approximately $300.00, which will be borne by the City. 3 - 2 COMMUNITY ENGAGEMENT: The proposed street renaming will not affect property owners as there are no residents currently residing along River Valley Trail and therefore in accordance with the Council Public Notice Policy I-287 no property owners were circulated. Prior to the by-law proceeding to Council for consideration, notice will be provided in The Record advising that the name change will be proceeding. CONCLUSION: Based on the foregoing, the proposed street renaming scheme will help to eliminate addressing confusion for emergency services, mail delivery personnel, residents and visitors to the area.
