SUBJECT: Level 2 Pedestrian Crossover (PXO) Implementation Jubilee
Drive and 2018 Prioritization Development

RECOMMENDATIONS:
That a Level 2 Pedestrian Crossover (PXO) be implemented on Jubilee Drive
approximately 180 metres west of David Street;and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Effective January 1, 2016, the government of Ontario passed new legislation Bill 31 -
which established new rules related to pedestrian safety and right-of-way at pedestrian
crossovers.The Ministry of Transportation issued regulation 402/15 which defined a
new type of pedestrian crossover in the Highway Traffic Act the Level 2 Pedestrian
Crossover.
This new traffic control consists of unique roadside signs and pavement markings that
serve to enhance the mobility of pedestrians at mid-block locations and intersections,
including roundabouts. The Level 2 Pedestrian Crossover gives the pedestrian the right-
of-way over all vehicles, including cyclists, and is intended for locations where volumes
are insufficient to meet the warrants for a traffic control signal.
Level 2 Pedestrian Crossover (PXO) Implementation Strategy was
presented to the Community and Infrastructure Services Committee on December 5,
2016 that outlined the strategy for implementing Level 2 Pedestrian Crossover within
the City of Kitchener. This report outlined the need to develop an implementation priority

list for key midblock and non-roundabout intersection locations, and begin
implementation for the highest priority locations in 2017.
Jubilee Drive through Victoria Park has been identified as a priority for a Level 2
Pedestrian Crossover implementation in 2017.Jubilee Drive is a scenic roadway with a
30 km/h speed limit that passes through Victoria Park in the immediate vicinity of
downtown Kitchener. Victoria Park is a regional facility and highly utilized by pedestrian
traffic with many uncontrolled crossing locations along Jubilee Drive.
REPORT:
The warrant requirements for a Level 2 Pedestrian Crossover, as outlined in Ontario
Traffic Manual Book 15 Pedestrian Crossing Treatments, are as follows:
100 or more pedestrians observed crossing over an 8 hour period
No other controlled crossing within 200 m
Adherence to Ontario Traffic Manual Book 15 lane configuration and traffic
volume conditions
All above subject to an assessment using sound technical engineering
judgement.
A two-way vehicular traffic count was performed on June 13, 2015 and resulted in a 4-
hour peak volume of 2,695 vehicles and an 8-hour peak volume of 5,243 vehicles.
Using the Pedestrian Crossover Selection Matrix that is provided in Table 7 of OTM
Book 15, it has been determined that the appropriate Level 2 Pedestrian Crossover is
the Type C.The Pedestrian Crossover Selection Matrix can be seen in
the attached Appendix A in this report. A typical design of the Type C crossover is
noted in the attached Appendix Bin this report.
An 8-hour pedestrian study was performed in three (3) locations along Jubilee Drive
between Devon Street and David Street on June 13, 2015.The study was performed on
a day with a special event in the immediate area in order to gain an understanding of
how pedestrian traffic operates during a typical special event. Victoria Park generally
hosts 15-20 special events per year, which span approximately 20-30 event days. In
addition to the special events, the Victoria Park Pavilion holds approximately 150
bookings per year, so heightened pedestrian activities due to Victoria Park
programming is a common occurrence.
The study broke down Jubilee Drive from Devon Street to David Street into three (3)
Each of
these three (3) locations was further broken down to maintain accuracy. The location
that is being proposed for a Level 2 Pedestrian Crossover on Jubilee Drive falls within
specifically Zone C1.These locations are noted in
Appendix C of this report.

Analysis of the pedestrian study data determined the most appropriate location for the
proposed Level 2 Pedestrian Crossover on Jubilee Drive. This proposed location is
identified in the attached Appendix D in this report.
The warrant summary for the proposed pedestrian crossover on Jubilee Drive is noted
in Table 1 below.

As shown in Table 1, the recommended location for the proposed pedestrian crossover
on Jubilee Drive meets the requirements outlined in OTM Book 18, with the exception of
the minimum spacing of 200 metres from the nearest traffic control device. The distance
from the nearest traffic control device, located at the intersection of David Street and
Jubilee Drive/Courtland Avenue, is measured at approximately 180 metres.
This location on Jubilee Drive has consistently been identified as a challenge for
pedestrians to safely cross the roadway. The lack of clarity between vehicles and
pedestrians regarding who has the right-of-way has led to some vehicles stopping for
pedestrians and some vehicles not stopping, which poses a significant threat to the

safety of pedestrians on a roadway with two-way traffic. In 2015, the 85 percentile
speed was recorded at 43km/h along this section of Jubilee Drive, which has a posted
speed limit of 30km/h.
Upon the implementation of this proposed pedestrian crossover, the area will be studied
throughout the remainder of 2017 and 2018 to determine updated vehicle and
pedestrian volumes and activity. Additionally, the development of a priority list for Level
2 Pedestrian Crossover implementations will be created from the list of potential
locations for pedestrian treatments that has been previously identified by citizens,
members of council, and staff. The list of potential locations for pedestrian treatments
can be found in Appendix E of this report. Once this priority list has been established,
staff will report back on possible additional funding requirements for the 2019 capital
budget for future locations.

FINANCIAL IMPLICATIONS:
The approximate cost to install the signing, markings and flashing beacons of one (1)
Type C Level 2 Pedestrian Crossovers is approximately$15,000.Funding for this
legislated initiative has not been included in the 2017 capital budget and will be taken
from the existing 2017 traffic calming budget.
Funding requirements for additional pedestrian crossovers will be addressed within the
2019 capital budget deliberations once the prioritization schedule has been set.
