SUBJECT: U-Turn Prohibitions Katherine Crescent & Dunbar Road

RECOMMENDATIONS:
That U-turns be prohibited on both approaches on Dunbar Road from Balmoral
Drive to Brandon Avenue; and further,
That U-turns be prohibited on both approaches on Katherine Crescent from
Dunbar Road to Brandon Avenue; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Katherine Crescent and Dunbar Road are local roadways with primarily residential land
use and are located in the direct vicinity of Westmount Public School, which is located
on Glasgow Street. In response to resident requests,U-turn movement regulations have
been reviewed. Currently, U-turns are permitted on these roadways, as outlined in the
City of Kitchener Uniform Traffic By-Law No. 2007-138.
REPORT:
Transportation Services reviewed the U-turn movement regulations in response to a
resident request. The request cited difficulty accessing and egressing both the street
and driveways when vehicles were parked on both sides of the street during school
pick-up and drop-off times. Additionally, the request cited a high frequency of vehicles
performing U-turns on Katherine Crescent and using private driveways to turn around
after dropping of or picking up school children. These U-turns are damaging boulevard
green space and posing a safety risk to residents and children walking to school.

Through a notification letter mailed out in April 2017, the immediately affected residents
of Katherine Crescent and Dunbar Road were notified of the proposal to prohibit U-turns
onKatherine Crescent and on Dunbar Road from Balmoral Drive to Brandon Avenue.
Based on the positive feedback returned from residents, Transportation Services is
recommendingthat the current U-turn movementregulations be amended to prohibit U-
turns on Katherine Crescent and on Dunbar Road from Balmoral Drive to Brandon
Avenue.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the c
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for implementing U-turns signage along Katherine Crescent
and the section of Dunbar Road is $200 and will be taken from the existing sign
maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM This report has been posted to the ciadvance
of the council / committee meeting. The constituents were made aware of the proposed
changes to the U-turn movement regulations on Katherine Crescent and on Dunbar
Road from Balmoral Avenue to Brandon Avenue through a mail out sent in April 2017
CONSULT Directly affected constituents were notified regarding this proposed U-turn
movement regulation change and staff sought feedback on the proposed changes in
April2017.
