HomeMy WebLinkAboutINS-17-048 - Iron Horse Trail Central Section - Consultant PO Increase REPORT TO: Community & Infrastructure Services Committee DATE OF MEETING: June 12, 2017 SUBMITTED BY: Denise McGoldrick, Director Operations, Environmental Services (519-741-2600 x 4657) PREPARED BY: Mark Parris, Landscape Architect (519-741-2600 x4397) WARD(S) INVOLVED: Ward 9 DATE OF REPORT: May 26, 2017 REPORT NO.: INS 17-048 SUBJECT: Iron Horse Trail Central Section Consultant Purchase Order Increase ___________________________________________________________________________ RECOMMENDATION: That an extension of the purchase order issued to Stantec Consulting Ltd. for the Iron Horse Trail Central Section (Victoria St. S to Queen St. S.) in the amount of $47,058.00 exclusive of H.S.T., be approved, and; That the City of Kitchener enter into an agreement with the Region of Waterloo for the contribution of Public Transit Infrastructure Fund (PTIF) funding to the Iron Horse Trail Central Section improvements. BACKGROUND: Following approval of the Iron Horse Trail Improvements Strategy (INS-15-058), Council directed $750,000 to complete proposed improvements within the Central Area (between Victoria Street S. and Queen Street S.). Improvements include trail-road crossings, signage and wayfinding, seating and rest areas, trail width and surface, connectivity, landscaping and naturalization. The improvements remain on schedule for fall 2017 construction. Stantec Consultants Ltd. was retained by the City through the consultant selection process (E16-061) in June 2016 to complete the conceptual design, detail design and implementation of improvements to the Iron Horse Trail (IHT) Central Section. The Council approved fee for Stantec Consultants Ltd. is $109,897.13, plus applicable taxes. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 7 - 1 REPORT: The IHT Central Area design portion is currently approximately 90% complete, and construction is anticipated to be on schedule to begin September 2017. The purpose of the extension is to increase the scope of improvements to include trail corridor lighting and adding an additional 750 meters of trail to include Victoria St. to the CN Rail Bridge north of Gage Ave. These additional trail components were not recommended for completion in the original scope of work due to budget availability; however on May 1, 2017 the Region of Waterloo confirmed funding commitment through the Public Transit Infrastructure Funding (PTIF) program to new Iron Horse Trail initiatives including: Installation of pedestrian lighting between Victoria and Queen streets, up to $400,000 Continue surface and corridor improvements from Victoria Street to the CN bridge (north of Gage Avenue), up to $200,000 Multi-Use Pathways and Trails Master Plan (2012), Iron Horse Trail Improvement Strategy (2015), Neighbourhood Strategy (2017), and were a top priority of the public consultation completed for the Iron Horse Trail Central Area improvements in 2016. The Public Transit Infrastructure Funding (PTIF) program is intended to improve and expand public transit systems across Canada. These investments are intended to shorten commute times, cut air pollution, strengthen communities and grow Canada's economy. Because the Iron Horse Trail is a major commuter trail in the region, and is situated close to the new transit hub with a proposed trail link under the same funding program, it falls within the parameters of this program. The project will now see the completion of a continuous Iron Horse Trail corridor built to standards developed through the Iron Horse Trail Improvement Strategy from Glasgow Street to Queen Street, a total of 2.1km. The project will remain on schedule to begin construction in September 2017 including the addition of lighting and extension of improvements. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The extended development of the Iron Horse Trail coincides with the community vision, vibrant Kitchener with safe and enhancement of the active transportation network. 7 - 2 FINANCIAL IMPLICATIONS: All costs of the proposed infrastructure, including the consultant fees included in this report, will be carried under the Region of Waterloo Public Transit Infrastructure Fund. All costs related to operations and maintenance of the additional infrastructure will be the responsibility of the City of Kitchener. Operating impacts for electrical costs are estimated to be approximately $2,200 annually. A 10 year replacement warranty will address initial maintenance and fixture replacement of the pathway lighting. Following the conclusion of the 10-year warranty, a maintenance schedule and replacement plan will be established for the installed lighting. COMMUNITY ENGAGEMENT: CONSULT: The Iron Horse Trail Improvement Strategy, including public workshops, public meeting, focus discussions, trail feedback stations, online surveys, and on-site Janes Walks, was completed and approved by Council November 2, 2015; A Public Information Centre (PIC) was completed on October 25, 2016, including the topic posted on EngageKitchener requesting resident and user feedback on the proposed Central Area Improvements concept design.
