The Community and Infrastructure Services Committee met this date, commencing at 10:04 a.m.

Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by Mayor
B. Vrbanovic to discuss Item 2 listed on the Agenda as a Consent item, which was voted on and
Carried.
1. INS-17-017 - ON-STREET PARKING REGULATIONS BRAMM STREET
The Committee considered Infrastructure Services Department report INS-17-017, dated April
19, 2017 recommending approval of a parking prohibition on the south side of Bramm Street.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
That the Uniform Traffic By-law be amended to prohibit parking on the south side of
Bramm Street from Victoria Street South to the first laneway west of Victoria Street, as
outlined in Infrastructure Services Department report INS-17-017

The Committee considered Infrastructure Services Department report INS-17-037, dated May
2, 2017 recommending
east side of Queen Street North. Mr. K. Carmichael responded to questions from the
Committee.
In response to questions, Mr. K. Carmichael advised that with the LRT development on Duke
Street, the road has been reduced to one lane in each direction, with no parking on either side.
He explained as a result, using space on Duke Street as a loading zone would not be possible.
On motion by Mayor B. Vrbanovic -
it was resolved:
That the Uniform Traffic By-law be amended to implement a 30 minu
on the east (odd numbered) side of Queen Street North from a point 30 metres north of
Duke Street to a point 10 metres north thereof, as outlined in Infrastructure Services
Department report INS-17-037
3. INS-17-041 - 2018 SIDEWALK INFILL THROUGH ROADWAY RECONSTRUCTION
The Committee considered Infrastructure Services Department report INS-17-041, dated May
12, 2017 recommending approval of the following streets for sidewalk infill: Shantz Lane; Hill
Street and St. Vincent Street; Patricia Avenue; and, Bond Street. Mr. K. Carmichael and Mr. B.
Cronkite responded to questions from the Committee.
Tim Mercer addressed the Committee with respect to the proposed staff recommendation for
sidewalk infill on east side of Bond Street. Mr. Mercer informed the Committee he was
representing the owners of the Lancaster Plaza on Bond Street, and expressed concerns that

the proposed sidewalk could impact the current loading area for the tenants of the Plaza. He
explained the land owner and tenants of the Plaza would be in favor of the sidewalk subject to
the continued use of the loading area.
Judy DeWitte addressed the Committee in opposition to the proposed staff recommendation
for sidewalk infill on both sides of Shantz Lane. Ms. DeWitte listed the following reasons for the
opposition: removal of mature trees; landscaping on the residential side of the street would be
removed; and impact on environmental and human health with the removal of Russian Olive
Trees along the Conestoga Parkway and the west side of Shantz Lane.
Lucille Waito addressed the Committee in opposition to the proposed staff recommendation
for sidewalk infill on both sides of Shantz Lane. Ms. Waito listed the following reasons for the
opposition: removal of mature maple trees; negative environmental impact of tree and
vegetation removal; and narrow design build of the Shantz Lane road.
Krystal Schira addressed the Committee in opposition to the proposed staff recommendation
for sidewalk infill on both sides of Shantz Lane. Ms. Schira also raised concerns with quick
moving traffic along Shantz Lane and requested traffic calming measures be reviewed. The
Committee requested staff investigate the existing speed signage on Shantz Lane and make
any necessary revisions if required.
In response to questions, Mr. B. Cronkite advised with respect to the east sidewalk infill on
Bond Street, the intent is to install a drop-curb to allow for continued operation of the loading
area at the Lancaster Plaza. He noted that the proposed design would allow for delivery
vehicles to park parallel between the building and the proposed sidewalk.
In response to questions, Mr. B. Cronkite explained a sidewalk on either the east or west side
of Shantz Lane would result in the removal of mature trees. He advised that the City does have
a policy to replace each tree removed with a new one. He was unable to provide the
Committee with the actual number of trees that would be required to be removed on either side
of the Lane.
Staff were also requested to investigate the feasibility of a multi-use trail along the east side of
Shantz Lane along the Conestoga Parkway.
A motion was brought forward by Councillor J. Gazzola to approve the recommendation as
outlined in report INS-17-041.
Councillor Y. Fernandes bought forward a motion to defer consideration of the sidewalk infill
projects proposed for Shantz Lane and Bond Street, to the June 12, 2017 Community and
Infrastructure Services Committee meeting to allow time for staff to prepare additional
information on; the number of trees required to be removed on Shantz Lane to accommodate
the sidewalk infill; costs associated with the proposed sidewalk infill on Shantz Lane and Bond
Street; and, the implementation of a multi-use trail along the west side of Shantz Lane along
the Conestoga Parkway.
Councillor Fer Carried
on a recorded vote with Mayor B. Vrbanovic and Councillors K. Galloway-Sealock, S. Davey,
D. Schnider, S. Marsh, P. Singh, Y. Fernandes, Z. Janecki and F. Etherington voting in favour;
and, Councillor J. Gazzola voting in opposition. Councillor B. Ioannidis was absent and
accordingly did not vote.
Carried
on a recorded vote with Mayor B. Vrbanovic and Councillors K. Galloway-Sealock, S. Davey,
D. Schnider, S. Marsh, P. Singh, Y. Fernandes, Z. Janecki and F. Etherington voting in favour;
and, Councillor J. Gazzola voting in opposition. Councillor B. Ioannidis was absent and
accordingly did not vote.
The following motion was voted on and was Carried Unanimously on a recorded vote by all
members present.

On motion by Councillor J. Gazzola -
it was resolved:
That the following streets be approved for sidewalk infill as per the Sidewalk Infill Policy
attached to Infrastructure Services Department report INS-15-051 approved by Council
June 1, 2015, and as outlined in Infrastructure Services Department report INS-17-041:
Hill Street and St. Vincent Street; and,
Patricia Ave; and further,
That the following streets be deferred to the June 12, 2017 Community and
Infrastructure Services Committee meeting for sidewalk infill as outlined in Report
INS-17-041 to allow for staff to further review proposed design options and impacts on
mature trees:
Shantz Lane; and,
Bond Street.
4. INS-17-038 - RESIDENT LED TRAFFIC CALMING
The Committee considered Infrastructure Services Department report INS-17-038, dated May
2, 2017 recommending approval of the commencement of a Resident Led Traffic Calming
program. Mr. K. Carmichael and Mr. B. Cronkite responded to questions from the Committee.
Councillor B. Ioannidis entered the meeting.
Mr. B. Cronkite, was in attendance and gave a presentation on a resident led traffic calming
program. He reviewed the program, emphasizing that a common theme heard throughout the
consultation process for the Neighbourhood Strategy was a desire to have more traffic calming
tools that residents can lead, in order to bring more awareness to pedestrian safety.
A motion was brought forward by Councillor F. Etherington to approve the recommendation as
outlined in the staff report.
Mayor B. Vrbanovic requested an amendment to the proposed minimum support required for
the Resident
60% of neighbours living within the project limits and 50% plus one of neighbours who
live directly adjacent to the proposed installation locations must sign a Neighbourhood
Support Form in support of the project design.

B. Vrbanovic and Councillors S. Davey, D. Schnider, S. Marsh, P. Singh, B. Ioannidis, and F.
Etherington voting in favour; and, Councillors J. Gazzola, K. Galloway-Sealock, Y. Fernandes,
Z. Janecki voting in opposition.
The following motion was voted on and was Carried on a recorded vote with Mayor B.
Vrbanovic and Councillors K. Galloway-Sealock, S. Davey, B. Ioannidis, D. Schnider, S.
Marsh, P. Singh, Y. Fernandes, Z. Janecki and F. Etherington voting in favour; and, Councillor
J. Gazzola voting in opposition.
On motion by Councillor F. Etherington -
it was resolved:
That the commencement of a Resident Led Traffic Calming program, as outlined in
Infrastructure Services Department report INS-17-038 be approved as amended.

5. INS-17-043 - MCLENNAN PARK GREAT LAWN REGIONAL AGREEMENT FOR TENDER
AWARD
The Committee considered Infrastructure Services Department report INS-17-043, dated May
17, 2017 regarding an agreement with the Region of Waterloo for the McLennan Park Great
Lawn Remediation Design and Construction. Ms. D. McGoldrick and Mr. D. Ritz responded to
questions from the Committee.
In response to questions, Mr. D. Ritz advised that the total cost of the remediation includes
stripping the site, replacing the topsoil layer, adding a drainage layer and re-seeding. He noted
additional funds have been allocated for tree planting, a new pathway, and picnic shelter.
Staff were requested to update the Committee on any timelines and any changes related to the
operations of the splash pad at McLennan Park.
It was noted, if approved, this recommendation would be considered at a Special Council
Meeting on this date.
The following motion was voted on and was Carried on a recorded vote with Mayor B.
Vrbanovic and Councillors K. Galloway-Sealock, S. Davey, B. Ioannidis, D. Schnider, S.
Marsh, P. Singh, Y. Fernandes, and F. Etherington voting in favour; and, Councillors J.
Gazzola, and Z. Janecki voting in opposition.
On motion by Councillor P. Singh -
it was resolved:
That the City enter into an agreement with the Region of Waterloo for the McLennan
Park Great Lawn Remediation Construction & Design in the amount of $1,560,837.,
including provisional and contingency of $296,670., plus H.S.T. of $27,471. for a total of
$1,588,308., as outlined in Infrastructure Services Department report INS-17-043
6. INS-17-042 - GLASGOW STREET TRAFFIC CALMING FOLLOW-UP REVIEW
AMENDMENT
The Committee considered Infrastructure Services Department report INS-17-042, dated May
8, 2017 regarding the installation of a speed cushion on Glasgow Street, and medians and
chicanes maintained permanently.
On motion by Councillor Z. Janecki -
it was resolved:
That the existing five (5) medians and two (2) chicanes be maintained permanently on
Glasgow Street between Knell Drive and Fischer-Hallman Road, as outlined in
Infrastructure Services Department report INS-17-042; and further,
That a speed cushion be installed on Glasgow Street approximately 175 metres south
of Knell Drive.
