MINUTES OF BOARD OF TRUSTEES MEETING FOR
KITCHENER PUBLIC LIBRARY BOARD
CALL TO ORDER
The Regular Board Meeting of the Kitchener Public Library Board was
called to order at 7:30 p.m. on Wednesday, May 17, 2017, by the
Chair, Mr. Wayne Buchholtz, in the Administration Boardroom at Central.
TRUSTEES PRESENT
Ms. Katherine Andrews, Mr. Tim Blundon, Mr. Wayne Buchholtz, Mr. Cory
Ernst, Ms. Jessica Kropf, Councillor Sarah Marsh, Ms. ,Jacqueline McLaren,
Ms. Erin Rudland, Councillor Kelly Galloway-Sealock, Ms. Stephanie Soulis.
Ms. Mary Chevreau, Secretary -Treasurer and Chief Executive Officer.
STAFF PRESENT
Ms. Lesa Balch, Ms. Penny -Lynn Fielding, Ms. Sabina Franzen, Ms. Gloria
Grigas.
REGRETS
Ms. Michelle Dow.
2. AGENDA REVIEW
No changes were made to the Agenda.
17-28... On motion by Ms. Katherine Andrews and seconded by Ms. ,Jacqueline
McLaren, it was RESOLVED that the Agenda be adopted.
CARRIED
There were no pecuniary/ conflict of interest declarations.

3. MINUTES of the Board Meeting of April 19, 2017.
17-29... On motion by Ms. ,Jessica Kropf and seconded by Mr. Cory Ernst, it was
RESOLVED that the Minutes of the Board Meeting of April 19, 2017, be
approved.

5. 1. BUSINESS
REPORT OF OFFICERS
(a) Report of the Chair
Updates
Mr. Wayne Buchholtz noted that summer hours begin at the library on
Monday, ,June 5, and continue until Saturday, September 2. All locations
will close a half hour earlier. Central is currently now closed on Sundays,
resuming Sunday service on October 15.
(b) Facilities Planning & Building Committee
Updates
Ms. Erin Rudland reported that the stones on the walkway and stairs to
the front entrance at Central are currently being re -installed.
(c) Finance Committee
Abri) 2017 Financial Statement
In the absence of Ms. Michelle Dow, the Chair asked for questions
regarding the April 2017 Financial Statement.
17-30... On motion by Ms. Stephanie Soulis and seconded by Ms. Erin Rudland, it
was RESOLVED to accept the April 2017 Financial Statement, as printed.

(d) Public Service & Policy Committee
Ms. ,Jacqueline McLaren reported that the Public Service & Policy
Committee met several times to review and prepare the Board's
Foundation and Governance policies, as well as revise the current Library
Board Bylaws.
Ms. ,Jacqueline McLaren recommended that the Library Board package as
presented by the Public Service & Policy Committee at the meeting be
considered for approval as the new Library Board Policy Manual.
It was noted that an outstanding policy, Executive Limitations, will follow
to complete the Manual at a later date.
A question and answer period followed.
17-31 ... On motion by Ms. ,Jacqueline McLaren and seconded by Mr. Cory Ernst it
was RESOLVED that the recommended package of Foundation and
Governance policies as presented by the Public Service and Policy
Committee be accepted as the new Library Board Policy Manual, as well as
the revised Library Board Bylaws.
CARRIED
Mr. Wayne Buchholtz thanked the Public Service and Policy Committee, as
well as Ms. Sabina Franzen, for their work in completing this task.
(e) Report of the Secretary -Treasurer and CEO
Updates
Ms. Mary Chevreau shared photos of seniors and students enjoying
Studio Central. Most recently a class visit of 60 students used this area
for various activities.
Incident Report
Ms. Mary Chevreau summarized the incidents at all locations during the
period of ,January to April 2017.
Some staff have expressed serious concerns of the types of incidents
they have had to deal with.
With the help of City security staff, arrangements are being made for a
security guard to work at Central on a part time basis during the month
of ,June.

Due to challenges with some incidents in the universal washroom on the
Lower Level, this particular washroom will be locked and a sign posted on
the door directing customers to use the washrooms on other floors.
Activity in these areas will be monitored closely.
Other
For this year's Neighbour's Day celebration on Saturday, ,June 10, the
library has a large scale map of the City that has been printed in puzzle
pieces by neighbourhood. Each branch location will be sent their
surrounding area of the City.
Customers can design and 3D print their house in advance or decorate
pre -made homes on Neighbour's Day to place on the map.
Central has released its RFP for a new Library Management System.
Proposals are due June 29 with presentations to be made in September by
those vendors on the short list.
6. NEW BUSINESS
None.
7. PRESENTATIONS
(a) Report of Councillors
Councillor Kelly Galloway-Sealock noted that City Council has approved
the Kitchener Fire Department Master Plan as its guiding document for
the next five years.
The CAO of the City of Kitchener is retiring at the end of August and the
recruitment process has started for his replacement.
Councillor Sarah Marsh noted that new light bulbs are currently being
sourced to replace the burnt out street lights on Queen Street. The
existing bulbs have been discontinued.
The City of Kitchener has started to install Smart Street lights in some
areas of the City which offer narrow bandwith.
