HomeMy WebLinkAboutCAO-17-022 - Offer to Purchase - Lands on Fischer-Hallman Road REPORT TO:Committee of the Whole DATE OF MEETING:June 26, 2017 SUBMITTED BY: Brian Bennett,Manager of Business Development,519-741-2200 x 7230 PREPARED BY:Rob Morgan, Capital Investment Advisor, 519-741-2200 x 7734 WARD (S) INVOLVED:Ward 5 DATE OF REPORT:June 19, 2017 REPORT NO.:CAO-17-022 SUBJECT:Offer to Purchase lands on Fischer Hallman Road described as Parts 1, 2 & 3 on Reference Plan 58R-10081 ___________________________________________________________________________ That the Mayor and Clerk be authorized to execute an Offer to Purchase with the Waterloo Region District School Board to acquire the landslocated on Fischer-Hallman Roaddescribed as Part Lots 151 & 160, German Company Tract, shown as Parts 1,2 &3 on Reference Plan 58R-10081, subject to Instr.’s 162475 & 182316, City of Kitchener, Region of Waterloo, in accordance with the direction given in camera at the meeting of June 26, 2017. BACKGROUND: On May 1, 2017 the City received a circulationletterindicating that the above mentioned property has been declared surplus by the Waterloo Region District School Boardand they are now inviting Offers of Purchase and Sale. REPORT: The subject property is located on the west side of Fischer-Hallman Roadsouth of Huron Road. It is approximately 35 acres in size and is currently zoned Agricultural (A-1).The property is subject to a Union Gas easement and is designated “Protected Countryside” with provision for Municipal Park use in the Region of Waterloo Official Plan. The School Board is offering the property for sale under the following conditions: All Offers are to be at fair market value for the complete property; Offers must be submitted no later than July 31, 2017; Offers will be reviewed in a priority sequence as outlined in Part 10 of O. Reg. 444/98; The letter (circulation letter) shall be deemed a proposal to sell in accordance with O. The property is immediately adjacent to the land that the City is developing for its South District Park. The acquisition of this property would assist the City when we need to relocate the recreational facilities from Budd Park. Efficiencies would also be gained in how the future recreational facilitiescould be maintained and how sport organizations assign their volunteers and officials. It should be noted that a submission of an Offer to Purchase will be subject to the conditions noted above and as suchdue to the priority sequencing of the Offer review process, the City will not necessarily be the successful purchaser. The purchase price has been intentionally excludedat this time so that we don’t give other parties an advantage over the City’s Offer.Should the City’s offer be accepted the amount of the offer will be disclosed. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The acquisition of this property would be funded from the Recreational Land Reserve.
