RECOMMENDATION:
That Tender T17-062 Old Huron Road (Battler Road to Maxwell Drive) Road
Reconstruction, be awarded to Network Sewer and Watermain Ltd., Cambridge,
Ontario, at their tenderedprice of $1,616,743.78, including provisional items and
contingencies of $151,630., plus H.S.T. of $210,176.69, for a total of $1,826,920.47.
BACKGROUND:
Engineering Services is proceeding with the reconstruction of Old Huron Road (Battler
Road to Maxwell Drive). The work includes the complete installation of new pavement,
curb and gutter, new storm sewer, sidewalk, driveway ramps and boulevards as well as
the replacement of the culvert crossing and restoration of Strasburg Creek
approximately 100m downstream of the culvert crossing. The work also includes
replacement of the watermain and sanitary sewer. The services were originally
constructed in the 1980’s and are in need of replacement and the culvert requires
upsizing. Although the sanitary and water are in presently good condition, to upsize the
storm culvert to account for the 100 year storm event and install new storm along the
street to bring the street up to a current City cross-section, a section of the sanitary and
a section of the water had to be relocated. This was due to spatial separation once
storm sewers are installed.
The administration, design and tendering portion of this project has been completed by
MTE Consultants Inc., staff. The construction administration and inspection of this

project will be completedby MTE Consultants Inc., staff as well. The project is
scheduled to begin July 2017.
REPORT:
Tenderswere advertised publiclyon the City of Kitchener website and the internet
through the Ontario Public Buyers Electronic Tendering Information System.
Documents were downloaded by twenty-three (23) interested partiesand by the closing
date of Tuesday June 6, 2017,three (3) tendershad been received.
The tenders werereviewedby D.Roga, MTE Consultants Inc., the City’s Consultant for
the projectand K. Pietrzak, Project Manager Development Engineer, who concurwith
the above recommendation.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this tender, the design and implementation of
these types of projects typically involves city staff and resources from across the
corporation. These costs are included in the line item "Projected Costs: Staff
Time/Permitting/Material testing", and will be itemized when they exceed $125,000.
Included in this line item are staff time and expenses for all city staff in support of the
project such as Engineering, Kitchener Utilities, and Transportation Planning. The line
item also includes all regulatory permitting, geotechnical and material testing, detouring
and traffic control, alternate access and parking requirements and any other
miscellaneous costs. Projects utilizing in-house staff will include costs for inspection
during construction and contract administration.
The net cost for this tender (A), is fair and reasonable for a purchase of this scope and
the upset limit is within the budget allowance (B) provided within the budget. Funding
for this purchase is included within the approved capital budget. The estimated surplus
(E) will be returned to the City Share of Subdivisions account to fund further work.
