BACKGROUND: Engineering Services is proceeding with the reconstruction of GraberPlace (Watermain Extension). The project includes the reconstruction of underground services (watermain) in order to loop the existing watermain to provide system redundancy. T here are 10 homes at the end of Graber Place at the expressway that are supplied water from a 6” watermain that travels under the expressway. If this watermain were to fail, there would be no way to supply water to these residents. The watermain was installed in 1956. In 1970, a regional watermain was installedon the other side of Montgomery Creek, approximately 65 m from the end of the existing watermain on Graber Place, and the watermains were never inter-connected. This work was originally planned in case of a watermain break under the expressway, which could not easilyberepairedand the residents on Graber Place would not have water supply for long period of time. This work needs to be completed ahead of the Sheldon Avenue reconstruction which is currently being reconstructedand requires this interconnection to be in placeto provide for additional fire flow capacity. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1.v. - 1 The administration, design and tenderingportion of the project has been completed by AECOM Canada Ltd., staff The construction administration and inspectionportion of this project willalso been completed by AECOM Canada Ltd.,staff.The project is scheduled to begin July, 2017, weather permitting. REPORT: Tenderswere advertised publiclyon the City of Kitchener website and the internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded by eighteen (18) interested parties and by the closing date of ThursdayJune 8, 2017,one (1) tenderhad been received. The tender was reviewed by Z. Haider, AECOM Canada Ltd., the City’s Consultant for the projectandL. Costa, Design & Construction Project Managerwho concur with the above recommendation. The following tender wasreceived: Corrected Bid PriceBid Price A. vanEgmond Construction (2005) Ltd. Smithville ON$316,422.50 $310,919.50* The tender waschecked for mathematical errors and correctedaccordingly. The bid received is in line with the estimate provided by the City’s Consultant for the project.Receiving one bid may have been due to the amount of work that required directional drilling. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: In addition to the costs anticipated in this tender, the design and implementation of these types of projects typically involves city staff and resources from across the corporation. These costs are included in the line item "Projected Costs: Staff Time/Permitting/Material testing", and will be itemized when they exceed $125,000. Included in this line item are staff time and expenses for all city staff in support of the project such as Engineering, Kitchener Utilities, and Transportation Planning. The line item also includes all regulatory permitting, geotechnical and material testing, detouring and traffic control, alternate access and parking requirements and any other miscellaneous costs. Projects utilizing in-house staff will include costs for inspection during construction and contract administration. 1.v. - 2 The net cost for this tender (A), is fair and reasonable for a purchase of this scope but the upset limit exceeds the budget allowance (B) provided within the budget. The deficit (E) will be funded fromthe Trenchless Pipe Rehabaccount. There are sufficient funds in the account to fund the deficit. During the design phase it was determined the complexity of the project was underestimated, and would require a different route and utilize directional drilling instead of open cut trenching. The trenchless rehabilitation account is typically used to fund the rehabilitation of existing watermains, but is being used to fund the deficitfor this project, given the use of less invasive directional drilling instead of typical construction usingopen cut trenching. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the City’s website with the agenda in advance of the council / committee meeting.
