SUBJECT:On-Street Parking Regulations – Huber Street

RECOMMENDATIONS:
That parking be permittedat any time for three (3) consecutive hours onthe
south(odd-numbered)sideof Huber Street from Kinzie Avenue to Jansen
Avenue; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Huber Streetis a local roadway with primarily residential land use. Transportation
Services staff received a request to review the existing on-street parking regulations
and toremove the parking restriction on the south (odd-numbered) side of Huber Street.
Currently, on-street parking is prohibitedon the south(odd-numbered) sideof Huber
Street from Kinzie Avenue to Jansen Avenuefrom 8:00PM to 2:00AM. On-street
parking is permitted on the south (odd-numbered) side from 2:00AM to 8:00PM, and on
the north (even-numbered) side at any time for a maximum period of three consecutive
hoursas outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
In the past, residents of Huber Street supported a parking restriction on the south (odd-
numbered) side between 8PM and 2AM due to on-street parking concerns brought upon
by a nearby restaurant, TJ’s Country Roadhouse. In the recent few years, TJ’s Country
Roadhouse was closed down and the on-street parking issues caused by the restaurant
patrons have subsided.

Residents of Huber Street were surveyedregarding aproposal to remove the 8:00PM to
2:00AM on-street parking restriction on the south (odd-numbered) sidethrough a survey
letter mailed out in June2017. The results of the survey are as follows:
In favour of permitting parking at any time on the 6 votes (55% of 11 votes)
south (odd-numbered) side of Huber Street from
Kinzie Avenueto Jansen Avenue:
In favour of keeping the current regulations in 5 votes (45% of 11 votes)
place:
TOTAL: 11 out of 51 (22% response rate)
Based on the results of the survey, it is recommended to reinstate three (3) hour parking
on the south (odd-numbered) side of Huber Street between Kinzie Avenue and Jansen
Avenue.This recommendation will restore typical conditions on Huber Street in that the
local residents will no longer be limited by an on-street parking regulation to address
challenges created by area businesses.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision throughthe delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for implementinga‘Three (3) Hour Parking’ area on Huber Street
is $300and will be taken from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the city’s website with the agenda in advance
of the council / committee meeting. The constituents weremade aware of the proposed
changes to prohibitparkingonHuber Streetthrough a mail out sent in July2017.
CONSULT – Directly affected constituentswere surveyedregarding this proposed
parking regulation change in June2017.
