SUBJECT: On-Street Parking Regulations Howland Drive

RECOMMENDATIONS:
That parking be prohibited at any time onthe south (odd-numbered) side of
Howland Drive from Ottawa Street South to Cartier Drive; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Howland Drive is a local roadway with primarily residential land use. Transportation
Services received a request from a crossing guard to review on-street parking
regulations related to concerns brought up regarding safe two-way travel on the
roadway.
Currently, on-street parking is permitted on the both sides of Howland Drive from
Ottawa Street South to Cartier Drivefor a maximum period of three consecutive hours
as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
REPORT:
The request received by Transportation Services cited unsafe two-way travel on the
roadway during the peak travel times due to vehicles parking on both sides of the
roadway in the immediate proximity to the signalized intersection of Howland Drive and
Ottawa Street South.
Residents of Howland Drive were notified of the proposal to remove on-street parking
along the south (odd-numbered) side of Howland Drive from Ottawa Street South to

Cartier Drive through a survey letter mailed out in June 2017.The results of the survey
are as follows:

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the c
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for implementing Parking signage along Howland Drive is
$250 and will be taken from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM This report has been posted to the ciadvance
of the council / committee meeting. The constituents were made aware of the proposed
changes to prohibit parking onHowland Drive through a mail out sent in June 2017.
CONSULT Directly affected constituents were surveyed regarding this proposed
parking regulation change in June 2017.
