SUBJECT: All-Way Stop Control Pebblecreek Drive @Zeller Drive

RECOMMENDATIONS:
That an all-way control stop be installed at the intersection of Pebblecreek Drive
and Zeller Drive; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Transportation Services has received arequest to review the existing traffic control at
the intersection of Pebblecreek Drive at Zeller Drive. The request cited concerns
regarding pedestrian safety and general operation of the intersection. It was requested
that an all-way stop be considered to control traffic.
AccorPebblecreek Drive and Zeller Drive are
both designated as major collector roadways.Currently, traffic on Zeller Drive stops and
yields right of way to traffic on Pebblecreek Drive.
REPORT:
In response to the identified concerns, a traffic study was conducted for the
intersection of Pebblecreek Drive and Zeller Drive on May 11, 2017. The results of the
-way stop warrant requirements.
These requirements are a set of guidelines based on the all-way stop warrants
established by the Ministry of Transportation of Ontario and the Institute of
Transportation Engineers. The results are as follows:

Based on traffic volumes, this intersection does not meet the warrant for an all-way stop
for an arterial/major collector roadway. However, since Pebblecreek Drive and Zeller
Drive are both primarily residential roadways, Transportation Services has also
reviewed and compared this location to the local/minor collector roadway warrant. That
comparison is as follows:

This intersection would be warranted under local/minor and is very close to being
warranted through the arterial/major collector assessment. Additionally, as development
continues volume will undoubtedly continue to increase and meet the warrant.
Importantly, the volume split meets the warrant, indicating significant demand on both
roadways at this intersection. Therefore, to take a proactive approach to traffic safety,
Transportation Services recommends the installation of an all-way stop at this location
that will properly allocate right-of-way within this intersection, helping to improve vehicle
and pedestrian safety.

FINANCIAL IMPLICATIONS:
The approximate cost for the installation of an all-way stop at Pebblecreek Drive and
Zeller Drive is $1,300, including materials and installation and will be taken from the
existing sign maintenance budget.
