SUBJECT: Temporary Evacuation Shelter Memorandum of Understanding

RECOMMENDATION:
That the Director of Facilities Management be authorized to execute an
agreement satisfactory to the City Solicitor with the Waterloo Catholic
District School Board
Kitchener-Waterloo to provide temporary refuge space at City Hall in the
event of an emergency evacuation; and
Thatthe Director of Facilities Management be authorized to extend or
terminate such agreements in accordance with provisions set out in the
agreement; and further
ThatCouncil delegate authority to the Director of Facilities Management to
execute future or renewal agreements with respect to temporary
evacuation shelter at any appropriate city facility, subject to the
satisfaction of the City solicitor.
REPORT:
Cooperative and collaborative relationships between school boards, municipalities, and
community organizations are part of the foundation of strong and vibrant communities,
as well as safe and healthy neighbourhoods.
The City of Kitchener, YChristian Association of Kitchener-Waterloo
(YWCA)and the Waterloo Catholic District School Board (WCDSB) have maintained a
strong partnership in meeting community needs and wish to continue in a cooperative

manner by entering into a formal arrangement with respect to temporary evacuation
sheltering at their respective facilities.
During inclement weather, it is imperative that a warm, dry location be available for
evacuees should there be an evacuation due to a facility emergency.
In this specific instance, Kitchener City Hall is in close proximity to the St. Louis Adult
Learning Centre at 80 Young St. and both facilities can provide a suitable shelter option
for the other organization. The YWCA is included in this agreement because the Y City
Kids Daycare program is located in City Hall.
WCDSB facility as a temporary refuge
for City employees and YWCA staff and children from the YWCA Daycare in the event
of an emergency evacuation of City Hall.
The City agrees to provide sufficient space in the Rotunda area of City Hall for staff and
students of St. Louis Adult Learning Centre and for daycare staff and children from the
Spots for Tots and LINC Childcare programs should an emergency evacuation be
necessary.
The term of this agreement shall commence upon endorsement by Council and shall
continue until termination by the City or the WCDSB or the YWCA
written notice.
