Location Map: 195 Joseph Street 2 - 1 BACKGROUND: The Community Services Department is in receipt of Heritage Permit Applications HPA-2017-IV- 025 requesting permission to install lighting on the smokestack atthe property municipally addressed as 195 Joseph Street. REPORT: The subject property is located on the south west corner of Joseph Street and Linden Avenue.The property is commonly known as and is designated under Part IV of the Ontario Heritage Act. The 180 foot tall smokestack was built circa 1917 in the Industrial Vernacular architectural style. Designating By-law 2015-066 identifies all elevations as heritage attributes. The by-law specifically references the shape of the smokestack, including: square base, angular plane transition from square base to octagonal shaft at 32 feet, octagonal shaft, and octagonal shaft that begins to taper at 160 feet creating an outward flare near the top of the stack; clay brick construction ranging in colour from dark to buff laid in the common bond pattern; height of 180 feet; lime mortar mix with a mix of aggregate sizes; and, poured concrete foundation. As a result, a heritage permit is required to install lighting on the smokestack. Smokestack elevation Proposal to install lighting on the smokestack The applicant is requesting permission to install lighting in order to highlight the architecture of the smokestack and celebrate important dates and public events. The applicant is proposing to install 360 degree lighting around the perimeter of the smokestack. The LED lights will primarily be green but have other colour capability (RGBW red, green, black, white). There are two types of lighting fixtures:8 round fixtures with an approximate 1 foot diameter and8 rectangular fixtures that are about 4 feet long, 0.16 feet deep and 0.26 feet tall. The smokestack is located on the same lot as the former Hide House associated with the former Lang Tannery, which is currently being rehabilitated for office use. The fixtures can be one of two colours: (1) a colour that matches the existing brick; or, (2) a colour that matches the black patina 2 - 2 of the interior architectural trusses, site signage and overall industrial finish. Heritage Planning staff prefer black but acknowledge that a colour that matches the existing brick will not negatively impact or detract from the heritage attributes of the smokestack. The fixtures will be installed at the intersection between the square base and octagonal shaft of the smokestack, which is approximately 32 feet above the ground. A method to mount the fixtures directly to the existing brick or mortar will be further refined and developed in the final design stage and submitted to Heritage Planning staff for review. The method will attempt to reduce the number of fixtures physically mounted to the smokestack. On the corners, the round fixtures will project from the wall a similar distance as the existing square base. On the flat ends of the square base, the round fixtures will project from the base by approximately 3.2 feet. The rectangular fixtures will be affixed to the square base and project about 0.5 feet. The applicant has advised that a conduit may be required for electrical wires. The applicant will investigate using existing conduits or feeding electrical wires through the interior of the smokestack in order to minimize visual and physical impacts. If a new exterior conduit is required, it will be installed on the south west corner of the smokestack from the ground to the top of the base of the podium (about 31 feet). The new exterior conduit will be metal or PVC with a diameter of 20 to 30 mm and painted to match the existing brick or a colour that matches the black colour of the former interior trusses, site signage and overall industrial finish. Heritage Planning staff strongly prefer all conduits to be located on the interior of the smokestack. If a new exterior conduit is required, Heritage Planning staff prefer that it be painted to match the existing brick colour but acknowledge that a black conduit will not negatively impact or detract from the heritage attributes of the smokestack. The applicant is also considering the installation of a crown mirror reflector at the top of the smokestack to be coordinated with the additional work to the smokestack cap. The details of the crown mirror reflector are not yet known. A new heritage permit application will be required for repair work to the smokestack cap and the installation of crown mirror reflectors. Sample of coloured LED lighting Note: Although the above image depicts down lighting between the ground and the top of the base of the smokestack, the applicant has advised that they will not be pursuing lighting in this location. 2 - 3 Mounting overview (application and approval do not include down lighting) The applicant advises that the estimated value of construction for lighting the smokestack is approximately $136,000. In reviewing the merits of the application, Heritage Planning staff note the following: all elevations of the smokestack are designated and identified as heritage attributes; the lighting fixtures will be installed at the intersection between the square base and octagonal shaft of the smokestack to reduce the impact of the projection out from wall; the fixtures will be painted to match the existing brick or painted black to match the the fixtures will be mounted to the existing brickor mortar,and the final method for mounting the fixtures will be submitted to Heritage Planning staff for review; the round fixtures will project out from the wall no more than 3.2 feet; the rectangular fixtures will project out from the wall no more than 0.5 feet; the lighting projections out from the wall are minimal when considering the height of the base and the total height of the smokestack; the details of the exterior or interior electrical conduit that is required between the ground and the top of the base of the podium will be submitted to Heritage Planning staff for review, the lighting will accentuate the architecture of the smokestack; the lighting will further highlight the smokestack as a landmark in the downtown; and, the lighting will not negatively impact or detract from the character of the property, the adjacent Victoria Park Area Heritage Conservation District, or the recently identified Warehouse District CulturalHeritage Landscape. In accordance with the preceding comments, Heritage Planning staff support the application to install lighting on the smokestack. 2 - 4 Theapproval of an application under the Ontario Heritage Act shall not be a waiver of any of the provisions of any by-law of the City of Kitchener or legislation, including, but not limited to, the requirements of the Ontario Building Code and Zoning By-law. A new heritage permit application will be required for repair work to the smokestack cap and the installation of crown mirror reflectors. A building permit will be required to cap the smokestack.
