The Finance and Corporate Services Committee met this date commencing at 2:42 p.m.

1. INS-17-057 - TEMPORARY EVACUATION SHELTER MEMORANDUM OF UNDERSTANDING
The Committee considered Infrastructure Services Department report INS-17-057, dated July
11, 2017 authorizing the Director of Facilities Management to execute an agreement with the
Kitchener-Waterloo to provide temporary refuge space at City Hall in the event of an
emergency evacuation.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
That the Director of Facilities Management be authorized to execute an agreement
satisfactory to the City Solicitor with the Waterloo Catholic District School Board and
-Waterloo to provide temporary
refuge space at City Hall in the event of an emergency evacuation, as outlined in
Infrastructure Services Department report INS-17-057; and,
That the Director of Facilities Management be authorized to extend or terminate such
agreements in accordance with provisions set out in the agreement; and further,
That Council delegate authority to the Director of Facilities Management to execute
future or renewal agreements with respect to temporary evacuation shelter at any
appropriate city facility, subject to the satisfaction of the City solicitor.
2. CAO-17-023 - WATERLOO REGION SMALL BUSINESS CENTRE
- AGREEMENT WITH THE REGION OF WATERLOO FOR
ONTARIO WORKS SELF-EMPLOYMENT PLACEMENT PROGRAM
The Committee considered report CAO-17-023, dated July 20,
2017 recommending a two year fee for services agreement with the Regional Municipality of
Waterloo to undertake the Ontario Works Self-Employment Placement Program.
On motion by Councillor K. Galloway-Sealock -
it was resolved:
That the Mayor and Clerk be authorized to sign a two year fee for services agreement
with
Small Business Centre to provide training and advisory services for Ontario Works Self-
Employment Placement participants to start a business, as outlined in Chief
Administra-17-023; and further,
That the Mayor and Clerk be authorized to execute said agreement to the satisfaction
of the City Solicitor.

3. FCS-17-121 AMENDMENTS TO CHAPTER 502 (ADULT ENTERTAINMENT PARLOURS)
The Committee considered Finance & Corporate Services Department report FCS-17-121,
dated August 9, 2017 recommending the adoption of a by-law amendment to Chapter 502
(Adult Entertainment Parlours), and a by-law to provide for fees as outlined in Chapter 503.
On motion by Councillor Y. Fernandes -
it was resolved:
That Council adopt the by-law attached as Appendix B and to amend Chapter 502
(Adult Entertainment Parlours) of The City of Kitchener Municipal Code, as outlined in
Finance & Corporate Services Department report FCS-17-121; and further;
That Council adopt the by-law attached as Appendix C to report FCS-17-121 to provide
for fees for adult entertainment parlours as Chapter 503 of The City of Kitchener
Municipal Code.
