SUBJECT: P17-114 Playground Design, Supply and Installation
RECOMMENDATION:
That Proposal P17-114 Playground Design, Supply and Installation - Resurrection
Park Playground be awarded to New World Park Solutions Inc., Brantford,
Ontario, at their proposed price of $59,201.88, plus HST of $7,696.24 for a total of
$66,898.12; and,
That Proposal P17-114 Playground Design, Supply and Installation - Upper
Canada Neighbourhood Park Playground be awarded to Openspace Solutions
Inc., Wellesley, Ontario, at their proposed price of $58,206.70, plus HST of
$7,566.87 for a total of $65,773.57; and,
That Proposal P17-114 Playground Design, Supply and Installation - Traynor Park
Playground be awarded to Henderson Recreation Equipment Limited, Simcoe,
Ontario, at their proposed price of $44,993.37, plus HST of $5,849.14 for a total of
$50,842.51.
BACKGROUND:
On August 28th Council will be asked to consider two contracts regarding the
preparation, design, and installation of new park and playground amenities related to
Resurrection Park, Upper Canada Neighbourhood Park, and Traynor Park. This tender
relates to the design, supply and installation of the new playground equipment, while the
other tender (T17-113) relates to the site preparation required prior to playground
installation, and construction of connecting trails and accessible access ramps. It has

been found to be more efficient and cost effective to separate out park works in this
manner.
Resurrection Park is located at 71 Resurrection Drive within Ward 7, and is directly
adjacent to the property of Resurrection Catholic Secondary School. The park which
encompasses 0.41 ha is also adjacent to a SWM Pond facility along Resurrection
Drive. The existing playground equipment within Resurrection Park is scheduled to be
replaced in 2017 as part of the annual playground replacement budget, as it has also
come to the end of its 20 year life expectancy. In addition, due to AODA Accessibility
requirements an accessible pathway is required to be installed from the existing
maintenance access for the SWM Pond facility to the playground.
Upper Canada Neighbourhood Park is located at 216 Farrier Drive within Ward 4. The
park which encompasses 0.65 ha is accessible from an existing walkway block between
residential addresses 9 Farrier PI. and 19 Farrier PI. The existing playground
equipment within Upper Canada Neighbourhood Park is scheduled to be replaced in
2017 as part of the annual playground replacement budget, as it has come to the end of
its 20 year life expectancy. In addition, due to AODA Accessibility requirements an
accessible pathway is required to be installed from the existing walkway block to the
playground. Please note that Upper Canada Neighbourhood Park is located on the west
side of Schneider Creek and is not associated with the Southwest Optimist Sports Field
work that is currently being undertaken.
Traynor Park is located at 345 Traynor Ave., within Ward 3 and encompasses only 0.15
ha. Following recent Ion LRT construction, the playground that was previously located
within Traynor Park was removed, as it existed on KW Hydro Lands. The City of
Kitchener is replacing the playground in the most suitable revised location within park
property. In addition, due to AODA Accessibility requirements an accessible pathway
will be installed from the existing adjacent pedestrian trail to the playground.
REPORT:
This Proposal was advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Proposal
documents were downloaded by twelve (12) interested parties and by the closing date
of Tuesday August 15, 2017, six (6) proposals had been received.
The proposals were reviewed by K. Leasa, Associate Landscape Architect, D. Dychuck,
Supervisor Operations (Technical), P. Hawthorne, Parks Maintainer (Services) and A.
Buchholtz, Buyer, who concur with the above recommendation.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city's strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this proposal (A), is fair and reasonable for a project of this scope and the
upset limit is within the funding available (B) for this project. Funding for this project is
included within the approved capital budget. The estimated surplus (D) will be used to fund
future playground work.
