A special meeting �City Council was held at 9:08 a.m, this date, chaired by Mayor B.Wbanovic with
the following members present: Councillors Y. Fomamdma^ K. Ga|lowaySmalock S. K0amuh. and D.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
WATER INFRASTRUCTURE TOUR
The purpose o/the meeting this date was bzconduct anawprenesa-buiNing informational bus tour of
some mfthe City's infrastructure which commenced from the Kitchener Operations Facility (131
Goodrich Drive) and was led by Ms. D. KAcGo|dhok, Director, Operations Environmental Sciences. In
addition, members received on |nfommadun Pauhage, prepared byOperations and Communications
staff, which, included a map of the tour locations and highlighted various aspects of the tour locations
as background for the public report on the water infrastructure program being brought forward to
Special Council; onSeptember 25'2O17.
The bus tour included a visit to the following water infrastructure locations:

VVool'ner Trail Pumping Station — Mr. C. Maguire provided information regarding the operations and
maintenance ofthe pumping station umwell mmthe training and safety requirements for the staff who
work there. He noted the resources and funding needed for mpoi*a and replacement of equipment
including the upgrading ofthe computer system used homonitor the pumps,
|dlewoodCreek (the Creek) Mr. N. Golan gave an overview of the, restoration work plannedfothis
section of the Creek which includes addressing erosion on the site, removal of a dam, and
naturalizing the stream channel. He highlighted the City's arrangement with, the Department of
Fisheries and Oceans Canada (DFOC) to increase fish habitat which has helped the City earn credit
in its "habitat bank" to help offset costs and save time for future projects requiring DFOC approvals.
Storm,water Management Pond—Mr.N. Go|lanspoke about the stormwatermanegement retrofit
project &ukim0 place at this pond which includes removal ofsediment and reconfiguration of the pond
to meet current Ministry ofEnvironment and Climate Change (M0ECO) requirements, He provided
information about the purpose ofuVurnmwaher management ponds, and the MOECC'm design and
maintenance requirements.
VVetemnain Flushing — Staff demonstrated flushing m wetermain while Mr, T. Gaber outlined the
flushing process and the benefits of flushing, including how flushing enables the timely and cost-
effective repair and replacement of wahmrmain parts. He added staff uses fire hydrants for the
process where possible inorder 0mensure the proper operation ofthe hydrant.
RoadReconstruction—McS. Allen outlined the Sheldon Avenue project, which iereplacing aging
pipes for sanitary/storm sewers and watormmins, as an example of major mud reconstruction. He
included information about the reconstruction process, the Ome|immm and cost for this project, and
details regarding how the work must be performed in order to meet various legislated requirements.
