Increase

RECOMMENDATION:
That an extension of the purchase order to Stantec Consulting Ltd.,the South
Kitchener District Park (Phase 1) in the amount of $355,000. plus H.S.T., be
approved.
BACKGROUND:
The South Kitchener District Park (SKDP) Master Plan was approved by Council in
November 2013 with Phase 1 including the development of multi-purpose sportfields,
park roadway, parking, area grading, storm water management, site servicing,
washrooms, trails and park amenities.
Stantec Consulting Ltd. was retained by the City through the consultant selection
process (E15-052) in September 2015 to complete the final design, contract
documentation, tender preparation, contract administration, and inspections.The
Council approved fee for Stantec Consulting Ltd. is $882,672.24,plus H.S.T.
The design remains on schedule with grading of the site to occur in fall 2017, and park
construction beginning spring 2018.A summary of the project status is provided in

This increase is to extend the purchase order to cover items outside of the original
scope of work included in the consultant award. Three areas found to require
supplementary studies are related to conservation of existing site heritage resources,

addressing environmental considerations, and preservation of archeological interests.
Consulting fees are typically 10-15% of overall project costs and the additional funds
requested bring the consulting fees to approximately 11% of the Phase 1 project
budget. In addition, the consulting services included design elements of future phases
of the park and it is anticipated that future phases will have design savings due to this
upfront work.
Heritage Resources
A Heritage Impact Assessmentidentified aneed for a Structural Assessmentin order to

recommend possible strategies for repair and conservationto the vacant mid-19
century 1½ storey stone heritage residence.With relocationof the original portion of
the housethepreferred mitigation option,aConservation Planis required to provide
guidance on moving the structure intact during next year park works tender. Moving
the building intact will create a need for a Functional Designof the relocated heritage
home to obtain necessary building permits.
Heritage Resources Scope Increase: $75,000
Environmental Considerations
A complete background review of available information pertaining to the site identified
potentially contaminated activities in a Phase One Environmental Site Assessment
(ESA). With these finding aPhase Two ESA will complete a subsurface investigation in
accordance with Ontario Regulation to identify potential soil or groundwater impacts
found in the Phase One ESA. This will support a submission of a Record of Site
Condition (RSC) with the Ontario Ministry of the Environment and Climate Change.
Through review and interpretation of the findings of the subsurface investigation, if
impacts are identified, additional delineation, risk management and/or risk assessment
will be required to support the filing of an RSC.
EnvironmentalConsiderations Scope Increase: $250,000
Archeological Preservation
As part of the original consultant scope of works a Stage 1 Archeological Assessment
determined portions of the study area exhibit a moderate to high potential for the
identification and recovery of archaeological resources. Thus, these portions of the
study area require aStage 2 Archeological Assessment.
Archeological Preservation Scope Increase: $30,000

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The development of the SKDP masterplan coincides with the community vision,
andgh investment in leisure facilities.
FINANCIAL IMPLICATIONS:
Funding for the purchase order extension will be provided from the approved budget
through overall project contingencies. The project has been scoped to accommodate
the required consulting increase.

Appendix Context
PROJECT BACKGROUND
The proposed district park features represent an important extension of the strategic
delivery of leisure and recreational facilities & services, as well as delivery of important
active-park and open space resources to service and support the emergence of the
southwest Kitchener community.
The South Kitchener District Park (SKDP) Master Plan served as a vision for the future
overall development of the park and to guide future site planning and detailed design
work of the many park facilities and features. The SKDP Master Plan recommendations
were approved by City Council on Monday, November 25, 2013 under Infrastructure
Services Department report INS-13-043.
PROJECT PHASING
The park will be constructed in three phases, the first of which will be coming on line
shortly, with construction anticipated to begin in the fall of 2017, and opening in spring
2019. Two remaining park phases will complete the Park Stage, which will be followed
by a future indoor facility Building Stage.
Phase 1 - $10.3M (2015-2019)
The 1st phase is proposed to includethesite area grading, stormwater management,
site services, primary park roadway, parking, landscaping, soil remediation, and
relocation of the heritage house.Further, this phase will construct two artificial (lit) turf
fields, one natural turf field, multi-use green/play space,playground and splash pad.
Phase 2 $5.5M (2021-2022)
Phase 2 will include enhancements to walking trails, parking lots, service buildingsand
additional outdoor activity amenities that could range from tennis,beach volleyball,and
basketball. The Heritage Home willberenovated into awashroom facility in the park
amenity area, and a service building for park operations will offer public washrooms to
the westerly side of the park.
Phase 3 - $3.2M (2025)
The final phase will complete the works remaining in the Park Stage. A bike track and
skateboard activity area will be included to complete the park amenities.
