SUBJECT: On-Street Parking Regulations Blackhorne Drive

RECOMMENDATIONS:
That parking be permittedfor three (3) consecutive hours onthe west (even-
numbered) side of Blackhorne Drive from McLennan Park Gate to Laurentian
Drive; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Blackhorne Drive is a local roadway with primarily residential land use. Transportation
Services received a request to review the existing parking regulations along the west
(even-numbered) side of Blackhorne Drive from McLennan Park Gate to Laurentian
Drive. The request stated that the restrictions may no longer be needed as the existing
of time.
Currently, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138,.on-
street parkingis prohibited at anytime on the west (even-numbered) side of Blackhorne
Drive, andis permittedfor three (3) consecutive hourson the east (odd-numbered)side
of BlackhorneDrive from Strasburg Road to Laurentian Drive
REPORT:
The request received by Transportation Services cited the lack of proper signage for the
parking restriction on the west (even-numbered) side of Blackhorne Drive from
McLennan Park Gate to Laurentian Drive. Vehicles park on-street on the west side

regularly due to lack of signage and there are no issues related to safe, two-way traffic
that currently exist.
Residents of Blackhorne Drive were surveyed on a proposal to formally permit parking
for three (3) consecutive hours along the west (even-numbered) side of Blackhorne
Drive from McLennan Park Gate to Laurentian Drive through a survey letter mailed out
in June 2017.The results of the survey are as follows:
In favour of permittingparking for three (3) 24votes (96% of 25votes)
consecutive hours on the west(even-numbered)
side of Blackhorne Drive from McLennan Park
Gate to Laurentian Drive:
In favour ofkeeping the current regulations in 1votes(4% of 25votes)

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the c
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
There is no cost to remove the on-street parking regulation within the Uniform Traffic
Bylaw due to the absence of existing signage in the subject area.
COMMUNITY ENGAGEMENT:
INFORM This report has been posted to the ciadvance
of the council / committee meeting. The residents were made aware of the proposed
changes, through a mail-out survey sent in June 2017, to clarify the parking regulations
onBlackhorne Drive.
CONSULT Directly affected residents were surveyed regarding this proposed parking
regulation change in June 2017.
