SUBJECT:NAMING OF A PRIVATE STREET
800 FAIRWAY ROAD NORTH
WATERLOO REGION DISTRICT SCHOOL BOARD
RECOMMENDATION:
That the City of Kitchener acknowledge that The Waterloo Region District School Board
proposes to name a private street within a mixed use development located at 800 Fairway
Road North; and
,
preparation and registration of the necessary By-law(s) for the naming of the private street.
REPORT:
In November 2014, Council approved Zone Change Application ZC14/04/L/AP and an amendment
to the Grand River South Community Plan to allow the subject property at the northeast corner of
Fairway Road and Lackner Boulevard to be developed with a mix of land uses, including a public
elementary school. In April 2016, staff approved Site Plan Applications SP15/089/F/AP and
SP15/090/F/AP to allow the physical development of the school and common facilities to serve the
school and other future development (e.g., private street, stormwater management pond, pedestrian
infrastructure).The school, which has been named Chicopee Hills Public School by the school
board, is nearly complete and is expected to open in September 2017.
Staff is of the opinion that in order to improve emergency services response and overall wayfinding
onlarge-scale developments such as this, aprivate street should be named by Council. The
applicant agrees with the naming of the street and has embraced this approach in the interests of
the overall development.
A private street naming process was established several years ago and has been successfully
implemented at 220 Apple Hill Crescent, Sportsworld Crossing, The Boardwalk, and Victoria
Common (1 Adam Street). In addition, naming the private street eliminates the need for large
Multiple Unit Identification Signs at the two main entrances to the site (Lackner Boulevard and
Fairway Road).

After discussions with the school board, the private street, which provides access to the school and
other future development, is proposed to be named Chicopee Hills Drive, in accordance with the
street name concept plan, below:

The phrase Chicopee Hills is geographically and historically significant to the surrounding area.An
Mr. and Mrs. Harvey J. Sims, borrows its name from the Chicopee Hills, the undulating country in
which
Planning staff circulated the street naming request to the Region, Fire Services, and Transportation
Services. These departments / agencies have indicated no concerns with the proposed private
street name.
Planning staff is of the opinion that it is logical and appropriate to coordinate the name of the private
street with the name of the school, for wayfinding and continuity purposes.Furthermore, the
proposal conforms to Policy I-1147 (Street Naming, Addressing, Multiple Unit Identification Signs,
Address/Street Name Change) and I-1035 (Emergency Service Policy).
Should Council decide to approve the recommendations of this report
would prepare a by-law showing the proposed private street. Legal Services would then give notice
in The Record of the intent to pass a by-law to this effect. The by-law would then proceed to Council
for approval.
Planning staff is satisfied that the proposed private street name Chicopee Hills Drive is appropriate
and supports the request.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the C
the delivery of core service.
FINANCIAL IMPLICATIONS:
All costs associated with the registration of the reference plan, advertising of the intent to name
the street and street signage and/or any agreements deemed necessary by the City Solicitor to
implement the street naming are to be entirely borne by the applicant.
