SUBJECT: T17-056 Trail Construction – Huron Natural Area (HNA)

RECOMMENDATION:
That Tender T17-056 Trail Construction – Huron Natural Area (HNA), be awarded
to Roubos Farm Service Ltd., Moorefield, Ontario, at their adjusted and corrected
tendered price of $709,007.61, including provisional items and contingency, plus
H.S.T. of $92,170.99, for a total of $801,178.60.
BACKGROUND:
This trail project is within the Huron Natural Area (HNA) which is the City’s largest
publically owned natural area (located at 801 Trillium Drive) and is comprised of 107
hectares. The HNA contains 30 distinct ecological communities, is home to a variety of
species at risk, is part of a cold stream watershed and various wetland types including
provincially significant wetlands. The HNA is actively used by thousands of annual
visitors, City and school board outdoor education programs, and for annual festivals
such as Earth Day. As the lands around it continue to be developed, the HNA is a
valuable amenity as a place to enjoy and discover nature in an urban landscape.
As part of the 2012 Multi-Use Pathways and Trails Master Plan, establishing pathway
connections between Fischer-Hallman Road and Strasburg Road through the HNA was
identified as part of the phased implementation strategy. This HNA Trail project will
establish connections to existing and planned city trail networks outside of the natural
area, improve accessibility for all users of the natural area, and increase environmental
protection. The proposed work consists of both widening existing trails, and establishing
new trails, boardwalks, and pathways including an accessible 2,465 metre long by 3
metre wide, stone dust surfaced Multi-Use Pathway (MUP) corridor through the natural

area. This corridor will link sections of existing pathways to allow a continuous 3 metre
wide stone dust MUP from the area’s border at Fischer-Hallman Road to Strasburg
Road.
This project is a recipient of a Canada 150 grant, which will fund 50% of the project
costs. Work will begin at the end of September and be completed by February 1, 2018
with all invoicing submitted by the City to the federal government by March 28, 2018 in
order to comply with grant requirements.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the internet
through the Ontario Public Buyers Electronic Tendering Information System.
Documents were downloaded by twenty-two (22) interested parties and by the closing
date of Thursday August 31, 2017, four (4) tenders had been received.
The tenders were reviewed by J. Barton, Multi-Use Pathways & Trail Project Manager
and A. Buchholtz, Buyer who concur with the above recommendation.

Due to budget constraints items from the form of tender were deleted, after the tender
closed, in order to reduce the scope of project to be within the allocated budget. The
changes included the removal of a proposed section of new multi-use pathway route.
Removal of this section does not hinder the completion of the corridor. This deferred
item will be completed in the future as a separate project, budget permitting.
Tenders were also checked for mathematical accuracy and correctly accordingly.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.

FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope and the
upset limit is within the funding available (B) for this project. Funding for this project is
included within the approved capital budget. There is no estimated surplus (D) for this
project.
