Addition to the rear of existing dwelling
RECOMMENDATION:
THAT pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-
2017-IV-030 be approved to permit the construction of an addition to the rear of the existing
dwelling on the property municipally addressed as 163 Joseph Street, in accordance with the
plans and supplementary information submitted with the application and subject to the following
condition:
1.That the final building permit drawings be reviewed and heritage clearance provided by
Heritage Planning staff prior to the issuance of a building permit.

BACKGROUND:
The Community Services Department is in receipt of Heritage Permit Application HPA-2017-IV-
030 which is seeking permission to construct an addition to the rear of the existing triplex
dwelling on the property municipally addressed as 163 Joseph Street.
REPORT:
The subject property is located on the south side of Joseph Street on the west side of the
intersection with Heins Avenue in the Victoria Park Planning Community. The property is
designated under Part IV of the Ontario Heritage Act with the exterior architectural features of the
dwelling being the principal resource contributing to the heritage value. The property features a 2 ½
storey dwelling originally constructed in 1888 as the residence of Henry J. Lang, a local industrialist
of the period. Designating By-law 83-117identifies the house as a fine example of what a local

used as a triplex.

Cultural Heritage Value or Interest
Designation By-law 83-117 identifies the following heritage attributes of the dwelling as being of
cultural heritage value or interest:
several significant architectural details, including:
o handsome turret;
o expansive porches; and
o lattice work.
Addition to the rear of existing dwelling
The applicant is proposing to remove a non-historic metal clad shed located at the rear of the
existing building and construct a single-storey addition measuring a depth of 3.05 (10 ft), width

of 2.44 metres (8 ft), and a height of 3.05 metres (10 ft). The addition will be located on the west
rear corner of the existing residence and will be used to add an interior main floor bathroom.
The addition will be clad in a vinyl board and batten siding. A linen white colour is proposed for
the addition which is similar in colour to the existing trim on the dwelling. A single hung, wood
frame window will be located on the south elevation of the proposed addition.

The proposed addition meets
in particular:
legibility-newwork should be distinguishable from old -buildings should be recognized
as products of their own time, and new additions should not blur the distinction between
old and new.
The proposed new construction alsomeets thePTheStandards and Guidelines
for the Conservation of Historic Places in Canada,in particular:
conserve the heritage value andcharacter-defining elements when creating any new
additions to an historic place or any related new construction -make the new work
physically and visually compatible with, subordinate to,and distinguishable from the
historic place.
In reviewing the merits of the application, Heritage Planning staff note the following:
subject property is designated under Part IV of the Ontario Heritage Act, with several
exterior architectural features of the building identified as heritage attributes;
the project goals include constructing an addition to the rear of the existing building to
make the first floor unit of the triplex more convenient, liveable and functional; and to
make the building more conducive for the property owners in expanding their family in
the future;
the addition uses materials, colours, and details which complement the historic building
while still providing distinction between old and new; and will be located where an
attached shed addition currently exists;
the vinyl board and batten siding is consistent with the look of wood board and batten siding
traditional to the area;
the proposed linen white colour matches the existing trim of the building (being white with a
brown/taupe on the porch columns), and is a colour that is relatively neutral and
complementary to the building;
the location of the addition does not project beyond the limit of the most southerly wall of
the house, and does not significantly disturb any viewpoints or proportions of the
heritage building;
the addition and materials will not bevisiblefrom Joseph Street;and will have very
limited visibility from Heins Avenue;
the proposal follows
The Standards and Guidelines for the Conservation of
Historic Places in Canada;and,
the proposal will not adversely affect the character of the property, nor the heritage
attributes of the existing building.
In accordance with the Heritage Permit Application form, the approval of an application under the
Ontario Heritage Act shall not be a waiver of any of the provisions of any by-law of the City of
Kitchener or legislation, including, but not limited to, the requirements of the Ontario Building Code
and Zoning By-law. In this regard, staff confirm that a Building Permit is required to carry out this
work.
The estimated construction value of the entire project is $60,000.
