RECOMMENDATION:
That Expression of Interest E17-112 Consultant Services - 2017 Detailed Bridge
Condition Investigation (Bridges and Culverts), be awarded to Amec Foster
Wheeler Environment & Infrastructure, A Division of Amec Foster Wheeler
Americas Limited, Burlington, Ontario, at their estimated fee of $92,659.70,
including contingencies of $8,423.61, plus H.S.T. of $12,045.76, for a total of
$104,705.46, based on a satisfactory contract being negotiated.
BACKGROUND:
The City owns 121 bridges, including culverts and park/trail bridges. In order to ensure
the structural integrity of City owned bridges, the City undertakes inspections once
every two (2) years in order to meet its legislated responsibility, with the last inspections
completed in 2016. From the routine inspection, several sites were identified for follow-
up detailed condition investigations.
This contract is to complete detailed condition investigations of six (6) bridges and five
(5) culverts, evaluation of the condition of all bridge elements, identification of defects,
and structural load evaluations where required. This will inform a detailed report on
condition, performance issues and short and long-term maintenance needs of each
structure. All work must be completed in accordance with the Ministry of Transportation
Ontario (MTO) Structure Inspection Procedures and Canadian Highway Bridge Design
Code (CHBDC) requirements.

REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of S. Shah, Design Engineer, M. Parris, Landscape Architect, and A.
Buchholtz, Buyer.
Expressions of interest were advertised publicly on the City of Kitchener website and on
the internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by seventeen
(17) interested parties and by the closing date of Monday August 28, 2017, three (3)
responses had been received.
The review committee met on Monday September 11, 2017, to review the submissions.
The Committee recommends awarding the project to Amec Foster Wheeler
Environment & Infrastructure, A Division of Amec Foster Wheeler Americas Limited,
Burlington, Ontario.
The Committee rated consultants on the following criteria:
Qualifications/Expertise Variety & Quality of Disciplines In House/In Consortium
Proposed Project Manager and Team Members
Completeness of the Work Program and Schedule
Past Performance Bridge and Culvert work
Cost of Consultant's Fees

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this expression of interest, the design and
implementation of these types of projects typically involves city staff and resources from
across the corporation. These costs are included in the line item "Projected Costs: Staff
Time/Permitting/Material testing", and will be itemized when they exceed $125,000.
Included in this line item are staff time and expenses for all city staff in support of the
project such as Engineering, Kitchener Utilities, and Transportation Planning. The line
item also includes all regulatory permitting, geotechnical and material testing, detouring
and traffic control, alternate access and parking requirements and any other
miscellaneous costs. Projects utilizing in-house staff will include costs for inspection
during construction and contract administration.
The net cost for this expression of interest (A), is fair and reasonable for a purchase of
this scope and the upset limit is within the budget allowance (B) provided within the
budget. The remaining surplus (E) will remain within the Road Bridge Repairs account
to fund additional bridge inspections and repairs.
