HomeMy WebLinkAboutCouncil - 2017-09-25 SSPECIAL COUNCIL MINUTES SEPTEMBER 25, 2017 CITY OF KITCHENER A special meeting of City Council was held at 4:30 p.m. this date, chaired by Mayor B. Vrbanovic with all members present except Councillor J. Gazzola. Councillor K. Gall oway-Sea lock was in attendance for part of the meeting. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. INS -17-070 — WATER INFRASTRUCTURE PROGRAM SUMMARY AND RATE OPTIONS Council considered Infrastructure Services Department report INS -17-070 (D. McGoldrick, A. Bennett), dated September 8, 2017, providing a summary of the Water Infrastructure Program (WIP) review and rate options for Council's consideration. Ms. D. McGoldrick, Director of Operations — Environmental Services, presented the report and identified three combined rate options for Council's consideration. Ms. McGoldrick indicated the Region's wholesale rate accounts for nearly 50% of the City's combined rate. Several members spoke in favor of continuing to educate residents about water infrastructure challenges and how risk mitigation influences rate decisions. Three capital scenarios identified in Report INS -17-070 were discussed Status Quo — Replacement Needs Gap Closed by 2032 Replacement Needs Gaps Closed by 2037 Replacement Needs Gap Closed by 2044 Councillor K. Galloway-Sealock entered the meeting at this time In response to questions, Mr. R. Hagey, Director of Financial Planning, explained future grant funding directed at water, wastewater, and stormwater infrastructure would be used to accelerate the capital improvements, rather than reduce the City's budgeted commitment. Members were requested to identify their preferred capital scenario. Several members spoke in favor of exploring capital scenario three, Replacement Needs Gap Closed by 2044, during the 2018 budget deliberation. 2. IN -CAMERA MEETING AUTHORIZATION Moved by Councillor B. loannidis Seconded by Councillor Y. Fernandes "That an in -camera meeting of City Council be held immediately following this special meeting to consider a labour relations matter."
