BACKGROUND: R ecommendations have been grouped together into one report to enhance clarity on the funding sources and multiple components of the Strasburg Road Extension project. T17-014Construction of Strasburg Road Extension (Templewood Drive and the future Extension of Robert Ferrie Drive) This contract is for the construction of the Strasburg Road North extension. Funds for construction have been approved by Council as part of a Credit RefundAgreement and secured through a Letterof Credit. The need for the extension of Strasburg Road was identified through the Official Planand included in the 2009 and 2014 Development Charges Background Studies. Approximately 1.3kilometres will be constructed. The work includes the new construction of roadway, curb and gutter, sidewalks, multi-use path, storm sewers and outlets including treatment, a 900mm diametersanitary sewer and a 600mm diameterwatermain. Works also includesconnectionto the existing Rockcliffe Drive anda 300mm diameterwatermain tie-inbetween Rush Meadow Street and Templewood Drive.Structural work includes new headwall and wingwalls at the existing culvert at Strasburg Creek Main Branch, atwo span bridge over Strasburg Creek South Branch, wildlife passage/relief culvert, toe walls and a noise barrier wall. Work is scheduled to begin in the fall of 2017 and becompleted by early 2019. T17-104 South Strasburg Trunk Sanitary Sewer, Phase II - Construction Contract - Huron South and Becker Estates Lands (Rockcliffe Drive to Plains Road) This contract is for the construction of the South Strasburg Trunk Sanitary Sewer. Funds for construction have been approved by Council as part the 2017 budget. The need for this trunk sanitary sewer wasidentified through an Environmental Assessment andwas included in the 2009 and 2014 Development Charges Background Studies. The work includes the clearing and grubbing of any vegetation within the limits of the proposed construction zone, installation of proposed erosion control measures, 1.i. - 2 construction of sanitarysewers and maintenance holes, fine grading andrestoration, complete with topsoil and seed. E17-016Consultant Services – Contract Administration and Construction Inspection Strasburg Road Extension (Rush Meadow Street to Robert Ferrie Drive Extension) This contract is for consulting services to complete the contract administration and construction inspection. E17-099Consultant Services – Five Year Ecological Monitoring and OBA Implementation Program Strasburg Road Extension This contract is for consulting services to complete an ecological monitoring program and Overall Benefit Analysis(OBA)program.The Strasburg Road extensionrequired a Ministry of Natural Resources and Forestry (MNRF) permit for Overall Benefit under the Endangered Species Act(ESA) for both Blanding’s Turtle and Little Brown Myotis. As a condition of the ESA permit, a five(5)year monitoring program is required to evaluate the effectiveness of the Overall Benefit and mitigation activities for the species. REPORT: Tender T17-014 Construction of Strasburg Road Extension (Templewood Drive and the future Extension of Robert Ferrie Drive)was advertised publicly on the City of Kitchener website and the internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded by sixty-four (64) interested parties and by the closing date of Thursday June 29,2017,ten (10) tenders had been received. The tenders werereviewed by C. Spere, Manager, Engineering Construction, B. Garcia, Engineer Construction Project Manager,C. Goulet, Project Manager Development Engineer and A.Buchholtz, Buyer. Expressions of interest were advertised publicly on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by eleven (11) interested parties and by the closingdate of Friday July 7, 2017, seven (7) responses had been received. The review committee met on Monday July 17, 2017, to review the submissions and a shortlist of three (3) candidates* was selected for further interviews. The Committee met on Thursday July 27, 2017to interview the shortlisted candidates. The Committee recommends awarding the project to Amec Foster Wheeler, Environment & Infrastructure a Division of Amec Foster Wheeler Americas Limited, Cambridge, Ontario. FINANCIAL IMPLICATIONS: In addition to the costs anticipated in thesetenders and expression of interests, the design and implementation of these types of projects typically involves city staff and resources from across the corporation. These costs are included in the line item "Projected Costs: Staff Time/Permitting/Material testing", and will be itemized when they exceed $125,000. Included in this line item are staff time and expenses for all city staff in support of the project such as Engineering, Kitchener Utilities, and Transportation Planning. The line item also includes all regulatory permitting, geotechnical and material testing, detouring and traffic control, alternate access and parking requirements and any other miscellaneous costs. Projects utilizing in-house staff will include costs for inspection during construction and contract administration. The net cost of these tendersand expressions of interest(A), are fair and reasonable and the upset limit is within the available funding (B) for the projects. There is expected tobe no surplus or deficitas the partner contributionshavebeen calculated based on the known tender award amounts.
