BACKGROUND:
Thisis an additional unit for INS – Operations Environmental Services as approved in
the 2017 Annual Fleet Equipment Review. This unit will be used for regular
maintenance in Victoria Parkand will enable effective maintenance of areas which are
difficult for the larger units to access.This unit will have a twelve (12) year lifecycle.

In accordance with the Purchasing and Materials Management Bylaw clause 170.3.7 -
“When any written formal quote other than the lowest bid is accepted, a report shall be
taken to the next meeting of Council for their information”.
Quotation Q17-085 One (1) 37.3 kW (50.7 hp) Diesel Turf Tractor All-Wheel Drive with
a Quick Detachable Front End Loader, has been awarded to Connect Equipment
Corporation,Kitchener, Ontario, at their quoted price of $37,900.,plus H.S.T. of
$4,927., for a total of $42,827.
This Quotation wasadvertised publicly on the City of Kitchener website. Documents
were downloaded by eight (8) interested parties and by the closing date of Monday
September25, 2017, six (6) quotationshad been received.

The bid submitted by Coleman Equipment Inc. and Turf Care Products Canada Limited
did not comply with a vertical exhaust, which is neededto keep fumes away from the
operatorandoffering only a dry clutchwith requirements stating the necessity of a wet
clutch to help the oil coolandavoid overheating in harsh conditions. Turf Care Products
Canada Limited was also non-compliant due to exclusionof certified lifting hooks on
bucket, which is required due to health and safety concerns. As a result, the quotation
submissions from Coleman Equipment Inc. and Turf Care Products Canada Limited
were deemed non-compliant and were disqualified.
The quotes were reviewed by M.Born,Manager of Fleet, who concurred with the above
review and award.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this quotation (A), is fair and reasonable for a purchase of this scope
and the upset limit is within the budget allowance (B) provided within the budget.
Funding for this equipment is included within the approved capital budget. The
estimated surplus (D) will remain within the Equipment Reserve Fund to fund future
equipment purchases.
